TIME PLACE: The Brooklyn Center Charter Commission met at the Village
Hall, 7100 Osseo Road at 8 :00 p.m. on Tuesday, June 14, 1966
THOSE PRESENT: William Arrell, Joseph Barnes, Elisabeth Bush,
Marie Erickson, Quentin Gustafson, Robert Johnson,
Barbara Swart, Virginia Teach, Ward Whalen, and
John Winkelman. Raymond Matthys arrived at 8:12 p.m.
Charles Nichols arrived at 8 :16 p.m., Henry Dorff
arrived at 8:22 p.m., Wilfred Zalaznik a- :rived at
8:32 p.m., and Arthur Callahan arrived at 9:35 p.m.
The meeting was called to order by Chairman William Arrell at 8 :01 :�.m.
It was reported that Henry Dorff would be late. Roll call was taken.
Motion was made by John Winkelman and seconded by Marie Erickson that
the minutes of Ilay 24, 1966 be accepted as submitted. Motion carried
unanimously.
The Chairman reported that the Brooklyn Center Press was resuming the
articles on the Charter Commission. 7 hese articles will be appearing
on the front page.
Marie Erickson reported that the next article in the Brooklyn Center
Press will be more background and a review of the first two or three
chapters. The public relations committee will meet and go over the
chapters and Virginia Teach and Marie Erickson will meet with Mary Jane
Gustafson on Monday.
The Chairman suggested that feature articles, be done on Henry Dorff,
Betsy Bush, John Winkelman, Will Zalaznik, and Virginia Teach. These
members have not been previously interviewed.
Mrs. Marge Anderson and Mrs. Martha Pryor of the League of Women Voters
were present.
The Chairman reported he had received a bill from Maclay Hyde and he
turned it over to Henry Dorff for further review.
Marie Erickson handed out phamplets she received from the League of
Women Voters regarding the question of election laws.
The Chairman reported that the first five chanters of the proposed
Charter were sent to Maclay Hyde for review and that Mr. Hyde had found
little to change and he has one minor recommendation that he will submit
when he comes before the commission.
Bill Arrell reported that he may be absent at the next meeting.
Henry Dorff reported that he would go over the bill from Mr. Hyde and
report on it at the next meeting.
Joe Barnes began review of Chapter 6,
Chapter 6 Section 6.01 stands
Section 6.02 line 2, add "and removes to read "appoint
and remove upon

Chapter 6 Section 6402 r• lines 27 through 29, remove "He may remove or
suspend, subject to applicable civil service
provisions,,if any, all officers and employees
of the city with the consent and approval of
the council." Add the following:
"Appointment or removal of department heads
shall be made final only upon a majority vote
of the council."
Motion was made by Xkria.Erickson and seconded by 111 Zelasnik that lines

Motion was npftn, by Will Zalaznik. and seconded by Barbara Swart that
Sub divisions 5 and 6 of Chapter 6, Section 6.02 be transposed. Motion
passed, 13 in favor, l abstained.
Section 6.02 Sub- division 5, lines-5-and. 6 remove FI he may,
not at `efid aty :meting at which the co+mcil
is considering his dismis-sal." and add "the
council may in its discretion exclude him from
any meeting at which his removal is considered.
Motion was made by Bob Johnson and seconded by Virginia Tesch that
Section 6.02 subdivision 5 9 line 5 and 6 be approved as corrected.
Motion carried unanimously.
Section 6.02 stands approved as corrected.
Section 6.03 line 16, add "or abolish" to ready "create or
abolish such".
Motion was made by Marie Erickson and seconded by Chuck Nichols that
Section 6.03 be approved as corrected. Motion carried, 14 in favor, 1
opposed.

Section 6.06 stands
Chapter 6 stands approved as corrected.
Motion was made by Ward Whalen and seconded by Bob Johnson that the
meeting be adjourned. Motion carried unanimously.
The meeting was adjourned at 10:25 psm.
