TIME PLACE: The Brooklyn Center Charter Commission met at the Village
0 Hall, 7100 Osseo Road at 8:00 p.m. on Tuesday May 24, 1966.
THOSE PRESENT: William Arrell, Joseph Barnes, Arthur Callahan
Renry Dorff, Marie Erickson, Robert Johnson,
Raymond Matthys, Barbara Swart, Virginia Pesch,
Ward Whalen, and John Winkelman. Elisabeth Bush
arrived at 8:05 p.m., Quentin Gustafson arrived
at 8 :17 p.m. and Wilfred Zalaznik arrived at 8:35 p.m.
THOSE ABSENT: Charles Nichols.
The meeting was called to order by Chairman William Arrell at 8 :01 p.m.
The Chairman reported that Gus Gustafson would be late. Roll call was
taken.
Jean Lind of the League of Women Voters was present.
Bill Arrell reported that he met with Mary Jane Gustafson and that an
article would appear in the Brooklyn Center Press. The first article
will be the background of the Charter Commission. There will be a series
on Charter commission progress as often as possible.
Art Callahan reported that due to classes, he will be attending, it will
cause him to be late to meetings for the next five months. The
commission members present agreed that this would not hinder his participa—
tion.
Mr. Ted Willard asked that he be able to come before the commission at
a future meeting to discuss his opinions on the budget section.
The Commission agreed that no copy of the proposed rough draft of the
Brooklyn Center Charter be given outside of the commission meetings
because it could tend to confuse the public.
Gus Gustafson, Chairman of the Public Relations Committee said that the
public relations committee should get together and work up the articles
for the paper,prior to the Thursday meetings scheduled with Mary Jane
Gustafson.
Motion was made by John Winkelman and seconded by Art Callahan that the
minutes of the May 10, 1966 meeting be amended to read "what a quorum
should be." Motion carried unanimously.
Bob Johnson continued review of Chapter 3,

Section 3.06 line 28, question was raised as to the correct
english. Discussion was.held, Motion was made
by Art Callahan and seconded by Marie Erickson
that we accept Section 3.06 as it stands.

Section 4.04 question was raised as to whether "without
party designation" should be used. Motion was
made by Betsy Bush that "Without party designa—
tion" be removed. There was no second to the
motion. Motion died.

Chapter 4 stands approved as reviewed.
Joe Barnes began review of Chapter 5.
Chanter 5, Section 5.01 stands
Section 5.02 line 8, add "or" to read 'initiative or
referendum. Line 9, remove "or recall",
Motion was made by Barbara Swart and seconded by Marie Erickson that
Section 5.02 be approved as amended. Motion carried unanimously.
Section 5.03 stands
Section 5.04 line 32, add "municipal" to read "last
municipal election
Art Callahan moved and Marie Erickson seconded that Section 5.04 be
approved as ammended 13 in favor, 1 abstained. Motion carried.
Section 5.04 stands as corrected.
Section 5.05 line 29, add "municipal" to read "regular
municipal election
line 31, question was raised on "committee of
sponsors. No change was made. Stands.
Motion was made by Art Callahan and seconded by Bob Johnson for a special
order of business. 10 in favor, 4 against. Motion carried.
Joe Barnes continued review of Chapter 5.

Section 5.09 question was raised on "registered voters
Marie Erickson will check out "registered
voters" as to vahether a state law or a
municipal law.

Chapter 5, Section 5.10 stands. Change ordinances to ordinance.
(typographical error).
Section 5.11 stands.
Motion was made by Art Callahan and seconded by John Winkelman that
Section 5.13 of the Richfield Charter be added to the Brooklyn Center
Charter as Section 5.129 Referendum Ballots. Motion carried unanimously.
Motion was made by Marie Erickson and seconded by John Winkelman that the
meeting be adjourned. Motion carried unanimously.
The macting adjourned at 10:50 p.m.
