TIME PLACE: The Brooklyn Center Charter Commission met at the Village
Hall, 7100 Osseo Poad at 8:00 p.m. on Tuesday, February 8,
1966.
THOSE PRES7NT: William Arrell, Henry Dorff, Qu°ntin Gustafson
Robert Johnson, Raymond Matthys, Charles Nichols,
Virginia Tesch, Ward Whalen, Wilfred Zalaznik and
John Winkelman. Elizabeth Bush and Arthur Callahan
arrived at 8:07 P. m.
DOSE ABSENr": Marie Erickson, Joseph Barnes, and Barbara Swart.
The meeting was called to order at 8:01 p.m. by Chairman William Arrell.
The Chairman re- carted that Marie Erickson, Joseph Barnes, and 3arbara Swart
would, not be present. The chairman introduced John Winkelman to the
commission. Roll call was taken.
Motion was made by Ray Matthys and seconded by Gus Gustafson that the
minutes of the January 25, 1966 meeting be approved as submitted. Motion
carried unanimously.
The Chairman read a letter from the District Court aro?Pointing John Winkelman
to the Charter Commission.
Grace Norgen and Elaine Inman of the League of Women Voters were present.
Discussion was held on Chat ter 7, Section 7.05.
Maclay Hyde, Charter Commission consultant, distributed his memos and
discussion was held on Chapter 4, Sections 4.n5 through 4.08.
William Arrell was excused at 9:15 p.m. and Ward Whalen tiresided over the
remainder of the meeting.
Maclay Hyde continued discussion of his memos on Chapter 9, Section 9.01.
Motion was made by Chuck Nichols and seconded by Ray Matthys that the
meeting be adjourned. Motion carried unanimously.
The meeting adjourned. at 10:25 p.m.
