TIME PLACE: The Brooklyn Center Obarter Commission met at the
Village Hall 7100 Osseo Roam at 8 :00 p.m. on Tuesday,
September 14, 19'65,
THOSE PRESENT: 'William Arrell, Joseph Barnes, Henry Dorff, Marie Erickson
Quentin Gustafson, Robert Johnson, Barbara Swart,
Ward Nhalen. Arthur Callahan arrived at 10:06 p.m.
THOSE ABSENT: Raymond Matthys, Charles Nic+hol.s; Robert Puncochar,
Virginia Teach, and Wilfred_Zalas;nik.
The meeting was called to order at 8:05 p.m. by Chairman William Arrell.
A quorum was not present and the minutes of the August 24th meeting were
dispensed with until a quorum would be present.
Quentin Gustafson, Chairman of the Public Relations Committee reported he
had talked to Mary Hart, of the Minneapolis Star and Tribune, to see if
she could interview the women of the Charter Commission,
Marie Erickson reported that Ann Zaleski of the Brooklyn Center Press would
be present tonight. Mrs. Erickson then reported that she had just received
a note saying MissZaleski was unable to come, but would like to get together
with the Chairman and do an article on the Commission.
The Chairman reported that he had not heard from the court concerning the
new replacement, and he had called Judge Posseen before the meeting and that
the court would act on our letter of recommendation this Thursday.
Joseph Barnes reported that Section B had met and he gave their report on
Chapter 5, Sections 5.09 through 5.13 and Chapter 6, Section 6.01. Discussion
was held.
A quorum was received at 10:06 p.m.
Motion was made by Ward Whalen and seconded by Quentin Gustafson that the
minutes of the August 24th meeting be approved as submitted. Motion carried
by S. One abstained.
Henry Dorff made a motion that the Section Committees meet at least once
between regular commission meetings and the meeting dates be determined by
the people in each section. Seconded by Ward Whalen. The motion passed
unanimously.
The Chairman brought up the problem of absenteeism at Commission meetings.
Discussion was held and a suggestion made that letter go out frith the
minutes concerning this problem.
Motion was made by Quentin Gustafson and seconded by Bob Johnson that the
meeting be adjourned. Motion carried unanimously. Meeting was adjourned
at 10 :32 p.m.

RE: Tardiness and Absenteelsmr
The members are well aware that the meetings are on the second and
fourth Tuesdays of every month,, unless otherwise notified. They begin
at 8:00 p.m, and adiourn promptly at 10:30 unless a special order of
business is called for.
For the most vart we have been having reasonable cooperation, but this
is not enough. We must have total cooperation.
Since we have begun the drafting of the charter our work is much more
important and it is extremely essential that all members participate
to the fullest degree.
If for any reason any member feels it impossible to live up to the
charges accepted, please avoid embarrassment by resigning before being
asked to.
The Judges Committee on Charter Commissions has expressed their fullest
cooperation in this matter.
