CHARTER C0141ISSION TIME PLACE: The Brooklyn Center Charter Commission met at the Village Hail, 7100 Osseo Road at 8.00 p.m. on Tuesday, August 10, 1965 TFIOSE PRESENT: William Arre11, Joseph Barnes,'Arthur Callahan, Marie Erickson, Robert Johnson, Barbara Swart, Virginia Tesch, Ward Whalen, Wilfred_Zalaznik. Raymond Matthys arrived at 8 :20 p.m. and Robert Puncochar arrived at 8:35 p.m. THOSE ABSENT: Henry Dorff, Quentin Gustafson, Charles Nichols. The meeting was called to order at 8:07 p.m. by Chairman William ArrelL Will Zalaznik moved, Ward Whalen seconded that the minutes of the July 13th meeting be approved as submitted. Motion carried unanimously. There was no need for action on the minutes of the July 27th minutes as a quorum was not present at that meeting. Marie Erickson reported that an article appeared in the Brooklyn Center Press announcing that Mr. Dave Kennedy would be present at the August 10th meeting. Mr. D Kennedy was introduced and reviewed some problems of drafting a charter. He discussed some the restrictions and points that should be covered in the charter. He stated that one of the services of the League of Municipalities was to review the final charter draft for the commission for completeness. A question and answer period followed Mr. Kennedy's talk. The Chairman suggested that the vacancies be filled on the tentative drafting committees set up at the July 27th meeting. Those not present at that meeting chose the section they wanted to work on. Section A. Chapters I through 4: Virginia Tesch, Ray Matthys, Gustafson. Bob Johnson, Arthur Callahan. Section Bs Chapters 5, 6, and 7: Henry Dorff, Will Zalaznik, Marie Erickson, William Arrell, Joseph Barnes. Section C, Chapters 8 through 12: Bob Puncochar, Ward Whalen, Barbara Swart, Charles Nichols. One vacancy. The Chairman suggested that these committees should try to meet before our next meeting and appointed one person from each section to see that they set up their groups for discussion. Section A: Robert Johnson; Section B: Joseph Barnes; Section C: Ward Whalen. 40 r Charter Commission Minutes 2, August 14 1965 William Arrell reported that he had not heard from the court concerning the new replacement for the Commission, Motion was made by Will Zalaznik and by Marie Erickson to adjourn.
