HomeMy WebLinkAbout1965 06-22 CHCMr•SIIAUTES OF THE BROOKLYN CTIIvTTEP CHARTER COP t- ISSION MEETING TIME PLACE: The Brooklyn Center Charter Commission met at the Village Hall, 7100 Osseo Road at 8:00 p.m. on Tuesday, June 22, 1965. THOSE PRESENT: William Arrell, Joseph Barnes, Marie Erickson, Wilfred Zalaznik, Quentin Gustafson, Henry Dorff, Robert Johnson, Ward Whalen, Barbara Swart, Virginia Tesch. Arthur Callahan arrived at 8:27 p.m. THOSE ABSEIiT: Robert Puncochar, Charles Nichols, Raymond Matthys, Phyllis Zeller. The meeting was called to order at 8:05 p.m. by Chairman William Arrell. Henry Dorff moved, Robert Johnson seconded the motion that the minutes of the June 8th meeting be approved as submitted. Motion carried unanimously. Quentin Gustafson, Chairman of the Public Relations Committee, reported that and article submitted to the Brooklyn Center Press didn't get in the last issue, but would be appearing in the June 23rd issue. William Arrell and Quentin Gustafson had a meeting u+ith the North suburban news reporter of the Minneapolis Star and Tribune. Thus far, nothing has appeared in this paper. The Brooklyn Center Press editor and Minneapolis Star and Tribune north suburban reporter indicated they would attend some meetings. William Arrell reported that Mr. Little has agreed to come to the July 13th meeting to explain some of the problems during and after drafting a charter. Mrs. Majil Berg, Mrs. Barbara Cunningham andaBetsie Bush were all contacted in regards to a possible recommendation from the Commission in regards to Phyllis Zeller's resignation. Mrs. Berg and Mrs, Cunningham declined. Mrs. Bush is interested and was interviewed this evening before the meeting. A further re on that meeting will be included in the Executive Committee report. A cony of a letter of resignation to the District Court from Mrs. Zeller was received by the Chairman on June 10, 1965. No acknowledgement of acceptance has yet been received from the court, Ward Whalen gave the re of the Executive Committee. Erickson moved acceptance of the Executive Committee re-oort in full. Tesch seconded. Motion carried unanimously. (The intent of the motion is that the entire Commission recommend Mrs. Bush to the court as a reolacement for Phyllis Zeller. The secretary was instructed to submit a letter to Judge Fosseen.) Mr. Hyde, consultant to the Brooklyn Center Charter Commission, was intro- duced and subsequently gave a general presentation of his firm, fees and approach. Whalen moved for special order of business. Barnes seconded. Motion carried unanimously. Dorff moved, Erickson seconded a motion to form three committees of five each to study the chapters as designated by the Commission. Motion carried 9 in favor, 2 against. 2. June 22 1965 Erickson moved, Tesch seconded a motion that one member from each of these three committees serve as the drafting committee. Motion carried, 10 in favor, 1 against, Arrell reported he had been asked to make a progress revort of the Charter Commission to the annual Citizens Committee meeting on Thursday, June 24, Barbara Swart requested notice be made that she will miss the next two and possibly three meetings (July 1S July 27, and August 10).
