HomeMy WebLinkAbout1965 05-11 CHCMMINUTES OF THE BROOKLYN CENTER CHARTER COMMISSION Is TIME PLACE: The Brooklyn Center Charter Commission met at the Village Hall, 7100 Osseo Road at 8 :00 P.M. on Tuesday May 11, 1965. THOSE PRESENT: William Arrell, Joseph Barnes, Marie Erickson, Quentin Gustafson, Robert Johnson, Raymond Matthys, Charles Nichols, Barbara Swart, Ward Whalen, Wilfred Zalaznik, Phyllis Zeller, Arthur Callcxh_3n trrived at 8 :16 P M .,Robert Puncochar at 8 :20 and Henry Dorff at 8:22 P.M. THOSE ABSENT: Virginia Tesch. William Arrell, Chairman, called the meeting to order at 8 :00 P.M. Joseph Barnes moved, Quentin Gustafson seconded that the approval of the minutes and all reports be acted on after our guest had spoken. Carried unanimously. Professor Thomas Scott of the University of Minnesota discussed the various forms of municipal government and answered questions concerning these various forms of government. Marie Erickson moved, .Arthur Callahan seconded, that the minutes of the April 13th meeting be approved as submitted. Carried unanimously. Nichols moved, Matthys seconded, that the minutes of the April 27th meeting be approved as submitted. Carried unanimously. A report was made by Chairman Arrell of his discussion with Professor Charles Backstrom of the University of Minnesota Political Science Department. Marie Erickson moved, Raymond Matthys seconded, that we reconsider the motion that Professor Anderson's remarks to Robert Johnson be included with the minutes of the April 27th meeting. Motion carried unanimously. Remarks of Professor Anderson be stricken from the April 27th meeting. The Chairman instructed the secretary to write a letter to Professor Anderson apologizing for including his comments to Robert Johnson in the minutes. Ward Whalen moved, Raymond Matthys seconded, that we rescind that part of the motion on Page 2 of the May 26th, 19 64 meeting that states "All members voting" and add the following, "all members having the opportunity to vote". Motion was carried unanimously. The vote on whether the Charter Commission should proceed with the drafting of a charter was made by a secret ballot. Vote carried 14 -1. Marie Erickson moved, Ward Whalen seconded, that we invite Professor Backstrom to appear before the Charter Commission at his convenience. Carried unanimously. Phyllis Zeller moved, Nichols seconded, that we send a card to Virginia Tesche Charter Comm. Mts is May 11, 1965 Page 2 Ward Whalen moved, Wilfred Zalaznik seconded, that we adjourn at 10:30 P.M.
