TIME PLACE: The Brooklyn Center Charter Commission met at the Village
Hall, 7100 Osseo Road at 8 :00 P.M. on Tuesday March 23, 1965.
THOSE PRESENT: Art Callahan, Marie Erickson, Virginia Tesch, Charles
Nichols, Phyllis Zeller, Ward Whalen, Bill Arrell, Quentin Gustafson,
Henry Dorff, Joseph Barnes, and Bob Johnson.
THOSE ABSENT: Robert Puncochar, Ray Matthys, Barbara Swart, Will Zalaznik
The meeting was called to order at 8 :07 P.M. by William Arrell, Chairman. A
motion was made by Marie Erickson and seconded by Bob Johnson that the
minutes of the March 9th meeting be approved as amended. Carried Unanimously.
Linda Nichols and Linda Nelson, students at Robinsdale High School were
guests of the Charter Commission as a social studies project.
A letter from Vi Kanatz was read by Bill Arrell. The letter will be filed and taken
under advisement.
The Commission spent the majority of the meeting discussing the March 9th
meeting when several citizens appeared before the Charter 0ommission with
their views in regard to the drafting of a Home Rule Charter.
Charles Nichols moved, Phyllis Zeller seconded, that we extend an invitation
to Professor Anderson of the University of Minnesota to appear at our April 27th
meeting or the first available date. Carried unanimously. Charles Nichols,
moved, Ward Whalen seconded, that we instruct the person who contacts
Professor Anderson to ascertain his charge for appearing before us so that a
check can be made prior to his appearance. Carried unanimously.
The chairman instructed the secretary to send an appropriate card to Will
Zalaznik.
Mr. Tom O'Hehir, Brooklyn Center Police Chief was contacted during the course
of our meeting and agreed to appear before us at our April 13th meeting. He
also stated that an appropriate number of policemen from the department would
also attend the meeting.
Art Callahan moved, Marie Erickson seconded, that the meeting be adjourned.
Carried unaimously. Meeting adjourned at 10 :20 P.M.
