TIME PLACE The Brooklyn Center Charter Commission met at the Village
Hall, 7100 Osseo Road at 8 :00 P. M. on Tuesday, November 24, 1964.
THOSE PRESENT: William An Joseph Barnes, Marie Erickson, Quentin
Gustafson, Marshall Jacobson, Robert Johnson, Robert Puncochar, Barbara
Swart, Virginia Tesch, Wilfred Zalasnik, Phyllis Zeller, Ward Whalen, Arthur
Callahan arrived at 8 :38 P. M. and Raymond Matthys arrived at 8 :44 P. M.
THOSE ABSENT: Charles Nichols
The meeting was called to order at 8 :08 P. M. by William Arrell, chairman
with 12 members present. The minutes of the November 10th meeting were
read and as there were no corrections they were approved as read.
A letter from Mrs. E. B. Jaeger was read to the Commission. The contents are
to be noted and taken under advisement.
Quentin Gustafson, Public Relations Committee Chairman reported on the
P.R. program in the Brooklyn Center Press.
Ward Whalen moved, Marshall Jacobson seconded that we dispense with
the meeting scheduled for December 22. Carried unanimously.
A discussion followed on whether or not this was the proper time to have
the Commission vote on the writing of a charter.
Jacobson moved, Callahan seconded, that we poll the members on their
feelings toward a home rule charter for Brooklyn Center. Motion carried
unanimously. The concensus was favorable to a home rule charter, but
not unanimous.
A discussion of the previous meeting at which questions were placed before
the Village Council was held.
Erickson moved, Barnes seconded, that we continue the discussion at the
next meeting. Carried unanimously.
Zalasnik moved, Zeiler seconded that we adjourn. Carried unanimously.
Meeting adjourned at 10:27 P. M.
