HomeMy WebLinkAbout1964 08-25 CHCMMINUTES OF THIE TENTH MEETING OF THE BROOKLYN CENTER CHARTER COMMISSION TIME PLACE: The Brooklyn Center Charter Commission met at the Village Hall on Osseo Road at 8 :00 P. M. on Aug u st 25, 1964. THOSE PRESENT: T Iilliam Arrell, Quentin Gustafson, Marshall Jacobson, Marie Erickson, Robert Johnson, -3rthur Callahan, Donn Escher, Robert Puncochar Virginia Tesch, Phyllis Zeller, Ward Whalen. THOSE ABSENT: Charles Nichols, Raymond Matthys, Joseph Barnes, Barbara Swart. Arthur Callahan arrived at 8 :32; Donn Escher arrived at 8 :30; Robert Puncochar arrived at 8 :30 and was excuses' at 8 :45 P. 1M. The meeting was called to order at 8 :13 P. M. by William Arrell, Chairman: It was decided that the Commission members should be sent copies of the Village Administrative Code, along with the minutes of the August 25th meeting. It was suggested that a "Charter File" be started so that all members would have access to the various Home Rule's which have been obtained from other Cities. The Secretary, Robert Puncochar arrived at 8 :30 and read the minutes of the 9th meeting. h-barshall Jacobson moved, Robert Johnson seconded, that we accept the minutes of the 9th meeting as read. Motion carried 9 -0; 2 abstaining. The Secretary asked to be excused at 8;45 P.M. Marshall Jacobson moved, Ward Whalen seconded, that we dispense with the August 25th meeting. Motion failed 9 -1. V%ard Vihalen moved, Bob Johnson seconded, that the September 8th meeting be cancelled. motion carried unanimously. Arthur Callahan moved, Donn Escher seconded, that the revised' minutes of the previous meetings be so noted and the revised sections of these minutes be so noted. All minutes so accepted in the original form should be noted in the minutes of the meeting in which these original minutes were finally accepted. Motion failed 7 3. Marie Erickson moved, Donn Escher seconded, that the Executive Committee Reports, be acted upon by a motion. Motion carried unanimously. The rerr.aind"er of the meeting was taken up by the study of "Principles and Problems of Charter f.taking" Ward Whalen moved, Marie Erickson seconded, that we use the "Administrative Code Chapter 6" with the "Government Study Report` for a comparison analysis at our next meeting. Motion carried unanimously. Marie Erickson moved, Shard Whalen seconded that we adjourn the meeting. Motion carried unanimously and the meeting adjourned at 10:30 P. M.
