HomeMy WebLinkAbout1964 07-28 CHCMMINMES OF THE NINTH MEETING OF THE BROOKLYN CENTER CHARTER COMMISSION TIME PLACE: The Charter Commission of Brooklyn Center met on Tuesday July 28 1964, at 8 :00 P. M. in the Council Chambers at the Village Hall on Osseo Road. THOSE PRESENT: William Arrell, Joseph Barnes, Marie Erickson, Quentin Gustafson, Marshall Jacobson, Robert Johnson, Raymond Matthys, Robert Puncochar, Ward Whalen, Virginia Tesch, Barbara Swart, Phyllis Zeller. THOSE ABSENT: Arthur Callahan, Donn Escher, Charles Nichols. The meeting was called to order by William Arrell, Chairman, at 8 :07 P. TM. Roll Call was taken with nine members present. Marshall Jacobson arrived at 8 :08 P. M. Quentin Gustafson and Robert Johnson arrived at 8 :12 P. M. The Executive Committee report of July 23 1964 was read and recorded as progressive. Quentin Gustafson moved, Robert Johnson seconded, that we accept the minutes of the Sixth and Seventh meeting as reviewed by the Executive Committee. Motion carried 11 -1. Marie Erickson moved, Barbara Swart seconded, that we approve the minutes of the eighth meeting as read. Motion carried. The pros and cons of Home Rule Charter discussion was continued from previous meetings using "Advantages and Disadvantages of Home Rule Charter" and Principles and Problems of Charter Making" as a guide. Ward Whalen moved, Marie Erickson seconded that we continue the study of Principles and problems of charter making at the next meeting. Motion carried. Ward Whalen moved, Marie Erickson seconded, that we recess until August 25, 1964. Discussion followed. Motion carried. The secretary was instructed to notify Donn Escher and Arthur Callahan of the recess until August 25th. Marshall Jacobson moved, Ward Whalen seconded, that we adjourn. Motion carried unanimously and the meeting adjourned at 10 :33 P. M.
