CHARTER CO1IMISSION
TIME AND PLACE: The Charter Commission of Brooklyn Center met Tuesday
June 9,, 1964, at 8 :00 P. M. in the Council Chambers at the Village
Hall on Osseo Road.
THOSE PRESENT: virilliam Arrell, Joseph Barnes, Arthur Callahan, Marie
Erickson,, Donn Escher, Quentin Gustafson, Robert Johnson, Raymond
Matthys, Charles Nichols, Robert Puncochar, Barbara Swart, Ward
Whalen
THOSE ABSENT: Marshall Jacobson, Phyllis Zeller
The meeting was called to order by William Arrell, Chairman, at 8 :03 P. M.
Poll call was taken. Nine members were present. Three members arrived
later, Ward Whalen arrived at 8 :20 P. M. Arthur Callahan arrived at 9 :00
P. M. and Charles Nichols arrived at 9 :45 P. M.
Robert Puncochar moved, Raymond Matthys seconded, that we accept the
minutes of the last meeting. Motion carried unanimously.
William Arrell., Chairman, informed the Commission that he had received
three letters since the last meeting opposing the drafting of a charter at
i this time. The letters from Mr. and Mrs. G.A. bind, Mr. and Mrs. Gary
'Dillon, and Mrs. Robert Lex were read to the Commission contents noted
and will be taken under advisement.
Most of the meeting was taken up with a discussion of the pros and cons of
a charter.
The Chairman informed the Commission that the Village Council was willing to
appear before the Charter Commission.
Ray Matthys moved, Bob Johnson seconded, that we continue with the study
of the pros and cons of charter at the ne meeting. Unanimous approval.
Donn Escher moved, VIard Whalen seconded, that the outline for the study
be the Minnesota Model Charter. Unanimously approved.
Ward Whalen moved, Charles Nichols seconded that the meeting be adjourned.
Meeting adjourned at 10:30 P.M.
