TIME AND PIACE: The Charter Commission of Brooklyn Center met Wednesday,
May 6, 1964 at 8 :00 P. M. in the council chambers of the Village Hall
on Osseo Road.
THOSE PRESENT: William Arrell, Joseph Barnes, Arthur Callahan, Marie
Erickson, Donn Escher, Marjorie Cordon, Quentin Gustafson,
Marshall Jacobson, Robert Johnson, Raymond Matthys, Charles
Nichols, Robert Puncochar, Barbara Swart, Ward Whalen, Phyllis
Zeller.
THOSE ABSENT: None
The meeting was called to order at 8 :05 P. M. by the temporary chairman
Donn Escher. The minutes of the last meeting were amended to read It Marshall
Jacobson nominated Bill Arrell" in the third paragraph. Arthur Callahan moved,
Marjorie Gordon seconded that the minutes be adopted as printed and t
amended.
There was a discussion of secretarial help, but this was tabled until Art f
had time to see what he could do about it.
Ward Whalen stated that he could find nothing in state statutes defining a c_
quorum for Commissions.
William Arrell moved, Marshall Jacobson seconded a motion to consider and
decide upon tonight what constitutes a quorum. Motion carried.
William Arrell moved, Marie Erickson seconded, a motion to adopt a quorum
of eleven. Motion failed.
Marshall Jacobson moved that the quorum be set at nine. Seconded by
Robert Johnson. Nyotion carried.
There was some discussion of adopting a rule that in voting a majority be of
those present .and voting instead of a majority of those present. It was
pointed out that one abstention could prevent a vote carrying. On the other
hand abstention is a built -in safeguard allowing a person a chance to have
business carried over to another meeting without taking a position on the
question. There was no decision on this question.
The next meeting will be Tuesday, May 12, 1964, at 8 :00 P. M. in the Village
Ball. Donn Escher appointed Charles Nichols, Chairman; Warden 7! ?haien, C-
Vice Chairman; Phyllis Zeller, Secretary.
William Arrell reported that Charles Little, Chairman of the Richfield
Charter Commission, would be present at the meeting on May 12 to answer
whatever questions this commission might ask of him.

The secretary, Marjorie Gordon, was asked to request that Art Lee obtain a
copy of the report of the Government Study Committee for Barbara Swart., to
obtain copies for each member of each of the reports submitted by subcommittees
of the Government Study Committee, copies of the Statement of Intent in the
Administrative Code, Annual Reports of the Village for 1963, blank questionnairess
used by the Government Study Committee in their work with Village officials,
and to check with Art Lee on whether or not the Commission will be able to a'
obtain the booklet "Optional Forms of Village Government.
There was a lengthy discussion of the Government Study Committee report. 4f7-
There was an agreement by the Commission to discuss the separate subcommittee
reports of the Government Study Committee at a later date when all the
Commission members had become familiar with all the forms of government.
There was some discussion of the advisability of obtaining the services of
a consultant. Should the Commission use one, more than one, were any
needed at this time? It was proposed that this subject be put on the agenda
for the meeting May 20, the members agreed on doing this.
Donn Escher requeste4that each memberprovIde a short Profile of himselt*
employment, civic activities, etc. The Secretary for the May 12 meeting
would turn these over to the Village staff to incorporate into the roster of
Commission members.
