TIME PLACE: The Brooklyn Center Charter Commission met at the Village
Hall, 7100 Osseo Road at 8:00 P. a.i. on Tuesday, October 13, 1954.
THOSE PRESENT: Charles :N'jichols, Virginia Tesch, Bill Arrell, Phyllis Zeller,
Joseph Barnes, Quentin Gustafson, VIard Whalen, Ray atthys, Arthur
Callahan, ��f arshall Jacobson, Iviarie Erickson, Barbara Swart, Bob
Johnson.
THOSE ABSENT: Robert Puncochar
The meeting was called to order by Bill Arrell, Chairman, at 7 :45 P. i,& The
Acting Secretary, Phyllis Zeller, read the minutes of the previous meeting.
i,%afte Erickson moved, Joseph Barnes seconded, that the minutes be amended to
list the names of the residents who wrote to the Charter Commission. Approved
unanimously.
A letter was read by the Chairman from Donn E scher notifying the Charter k0bm- missio.
of his resignation. A letter from Judge Rolf Posseen to the Charter Commission
was also read accepting Mr. Escher's resignation and asking Commission members
to please submit letters to the Court for their choice for a replacement _arie
Erickson moved, Barbara Swart seconded that we write Mr. Escher than':ing him
for his service on the Charter Commission. Carried unanimously.
10 Quentin Gustafson, Chairman of the Public Relations Committee, reported that
pictures were taken before the meeting to be put in the Brooklyn Center Press,
along with profiles of the members of the Commission. He also reported that
the Public Relations Committee was planning a meeting with Vera Green of the
Brooklyn Center Press after our regular meeting, to discuss future plans for
publicity.
Ray Matthys moved, i \,Iarshall Jacobson seconded that we record in the minutes
that Charles Nichols was unavoidably absent from more than three meetings since
he was out of town. Iviotion carried unanimously.
Charles Nichols moved, viand IAIhalen seconded that we request our Village
Administrator for a copy of the Village ordinances to be kept as a permanent file
by the Commission. Carried unanimously.
The remainder of the meeting was taken up with the reading and subsequent
discussion of the Fire Department, ordinances, Section 5; and Parks, Playgrounds
and Public Recreation; Section 12.
V and lArhalen reported to the Commission that he had requested the Village Council
to appear before the Commission and they had consented to do so at the 1zovember
10th meeting.
Art Callahan moved, Charles Nichols seconded that the agenda for our October
27th meeting be that we prepare questions to present to the council at our
November 10th meeting. Motion carried unanimously. If time permits after

preparation of these questions, we are to continue our study of the Village
Ordinances.
Art Callahan moved, Bob Johnson seconded that we adjourn the meeting. Meeting
adjourned at 10 :31 P. M.
