Note: this is a meeting of the Brooklyn Center City Council.
Our Commission and other City Advisory Commissions have been invited to
attend. In the words of the 'invitation. .."The Council would like to discuss
with you your commission's plan for the coming year and to discuss the City
Council's projects that would involve commission assistance
Enclosed is a copy of the report which I have submitted to the Council and
will be included in their agenda packet. Also, I intend to briefly present this
report verbally at the meeting, and would expect some comments,
suggestions and discussion from the Council.
Please consider attending this meeting, and feel free to make your own
statement and/or ...participate in the discussion. While it's not necessary for
all Commission members to attend, I hope that at least several of you do
Also: just a reminder—the next official meeting of our Commission is at 7:00
on Wednesday, March 27th see separate agenda packet enclosed.

Honorable Mayor and Council Members, February 11, 2002
Thank you for your invitation to attend your March 18, 2002 meeting to
discuss our commission's plan for the coming year, and discuss City projects
which would involve commission assistance.
Organizational Overview
As you know, the City of Brooklyn Center has a Home Rule Charter
complying with M.S.A. 410. Accordingly, the purpose of our commission is
threefold, i.e.
to periodically review the existing Charter
to consider proposed changes and make recommendations for change to
the City Council and/or the electorate
to safeguard the concept of Home -Rule under the existing charter and
Home Rule provisions in the state statutes
Commission members are appointed and certified by the Chief Judge of the
Hennepin County District Court. The charter provides there shall be 15
members. The current members are: Roni Brunner, Walter Bursch, Robert
Cambanes, Elizabeth Hatle, James Holst, Sy Knapp, Stanley Leino, Harold
Middleton, Eileen Oslund, Todd Paulson, Richard Theis, and R. Carl Wolter,
and there are now 3 vacancies.
The current officers as elected or appointed are:

The Commission's scheduled meetings for the coming year are: March 27,
June 26, and October 23, 2002 and January 22, 2003 (the annual meeting).
Current Issues
At our January meeting, the following items were considered:
1. the commission voted unanimously to recommend the charter be
amended to rename the "Board of Review" to the "Board of Appeal and
Equalization This is simply a housekeeping amendment to comply with
a revision of the state statutes.
2. the commission continued discussion of a possible amendment to the
charter which would establish a ward system for election of some or all
City Council members. This matter was referred to a subcommittee for
review, discussion and recommendation at our next meeting.
3. the commission voted to consider the issue of Campaign Finance as it
may relate to City elections.
We wish to take this opportunity to invite the City Council to comment on
the work of our commission and to suggest additional items for our
consideration. I, and several commission members will attend your March
18 meeting to present this report, and to ask for your comments, suggestions
and recommendations.
