Letter to Mayor: Re: Council City Manager relationship All Charter Commissioners have had a chance for input, the the revised version of the letter has been produced It will be at this meeting for all to sign. No action needed until our next meeting..... 2. also enclosed is a draft copy of a letter which Rod Snyder and I have prepared, in accordance with the direction of the Commission at the March 24 meeting. Our committment to participate in the City's Adopt A -Park program by cleaning up Firehouse Park continues this year, with our spring kick -off scheduled for Saturda Ap ril 24 (this is Earth Day Please meet at the park, which is located at Dupont Avenue and 65th Avenue at 9:30. If at least half of us show up, it should take less than an hour. Please bring gloves the City will provide all other items needed. 4. at our March meeting, we re- confirmed our meeting schedule for the year, i.e. June 23 and October 27. If you haven't already done so, mark these dates on your calendar.......... Thanks!!! DRAFT COPY Date.................. Brooklyn Center Mayor Kragness; Councilmembers Hilstrom, Lasman, Nelson and Peppe; and City Manager McCauley 6301 Shingle Creek Parkway Brooklyn Center, MN 55430 Mayor, Councilmembers and City Manager; During 1995 the Charter Commission held extensive discussion on the issue of City Council/City Manager relationships. During the course of our considerations we solicited, and received valuable input from previous Mayors and Councilmembers, as well as from other sources. Based on that discussion our commission decided that no change in the language of the charter was needed. However, we elected to submit to the Council our recommendation that a four -part process be adopted to assist in the development of a professional relationship which would be beneficial to the City Council, to the City Manager, and to the Citizens of Brooklyn Center. That process includes: (1) the annual establishment of goals and objectives. (2) an annual agreement on performance criteria, (3) the conduct of an annual review of the City Manager's performance, and (4) consideration of the performance review when determining the City Manager's salary and contract term. It is our understanding that you have proceeded in accordance with these guidelines, and that it is your intention to continue this practice. Please accept our sincere thank you and our appreciation for initiating and continuing these procedures. Also, please accept our best wishes for a harmonious working relationship in the coming year. In addition, we ask that you take whatever steps are needed to assure the continuation, the enhancement, and the perpetualization of this process, so that you and future Mayors, Councilmembers and City Managers benefit by this process. In doing so, we believe, the Citizens of Brooklyn Center will surely benefit. That is the essence of our goals and objectives.
