Adjournment lease call Carl Wolter at 561 -5627 or 721 -6661 if you cannot atten 27 January 1999 Charter Commission City of Brooklyn Center, Minnesota 1998 Annual Report MEMBERSHIP During 1998 we had 13 members. We had no resignations. Two members, Diane Swanson Sannes and Rodney Snyder, had their first terms expire. Both reapplied and were appointed to second terms. On 15 December 1998, Harold Middleton was appointed to fill the unexpired term of Phillip Juaire who had resigned in November 1997. The membership now stands at fourteen (14) members and one (1) vacancy, with full membership on the commission being fifteen (15) members. ELECTIONS AND APPOINTMENTS FOR 1998 Elections: Carl Wolter, Chairperson; Stan Leino, Vice Chairperson; Sy Knapp, Secretary. Chair COMMISSION ACTIONS AND DELIBERATIONS The Brooklyn Center Charter Commission met four times in 1998: 28 January 1998; 22 April 1998; 24 June 1998; 23 September 1998. There was discussion on how the Charter deals with hiring of the fire chief and its consistency with State Law. Carl Wolter and Rodney Snyder discussed this matter with Mike McCauley, and Stan Leino researched this in the law library. The conclusion was that there was no inconsistency with State Law. There was also discussion on whether City Council members should be elected "at large" or in a "ward" system or some combination thereof. Sy Knapp Nancy Carlson, researched what methods many other cities were using, gathered information from the League of Minnesota Cities, and past information from the City of Brooklyn Center dealing with this issue. No further action has been taken. We also got the City of Brooklyn Center Charter, and the Charter Commission "Rules of Procedure on Carl Wolter's computer as well as that of the City Clerk. There is one vacancy on this 15 -mem- ber commission. Interested residents are encouraged to apply by Feb. 15. Contact City Clerk Sharon Knutson at 569 -06< or Commission Chair Carl Wolter at 561- 5267. The Charter Commission is looking for a very part -time secretarial assistant, as well. If interested, please call Knutson or Wolter. Meeting scheduled on Brooklyn Boulevard Brooklyn Center and Hennepin Coun- ty will sponsor a joint open house from 5 to 7 p.m. Thursday, Feb. 4, to take public comment on plans for Brooklyn Boule- vard improvements. The open house will be at City Hall, 6301 Shingle Creek Park- way, in the council chambers. Construction on Brooklyn Boulevard is expected to begin in spring 2000 and continue through fall 2001. Improve- ments include adding a new lane in each direction, construction of medians and turn lanes, replacing signal systems, con- struction of new sideways and a bicycle trail, and improvements to the Inter states 94/694 ramps. The city will be adding enhancements to the boulevard including landscaping, decorative street lighting, relocation of overhead power lines to underground and a new city entry sign. The $7 million project has been in the planning stages for several years. Con- struction plans are expected to be final- sion, hearing, developmental progress and family concerns. The best time to have your child screened is as close to their fourth birthday as possible. All chil- dren must participate in this free screen- ing program before entering kinder- garten or have results from an equivalent screening from a health clinic, physi- cian's office or another Minnesota school district. Appointments/information: 569 -4480. 3 p ARM announces contest winners Winners in the holiday lighting con- test sponsored by the Association of Rental Managers (ARM) were: Evergreen Park Manor, managed by Bob and Jean Paden, and owned by Jerry and Marge Cowan. The Cowans were present when the plaque was presented by Mayor Myrna Kragness. Brookside Manor, managed by Sher- ry Everett. A group of youthful carolers and residents cheered at the award was presented by Kragness. Honorable Mention was given to Earle Brown Farm Apartments. In addition to Kragness, Councilmem- ber Bob Peppe and Karen Youngberg, Discover the Center committee member, participated in the judging. This was the fourth annual holiday lighting contest sponsored by ARM.
