Robert J. Mickelson, Rs Eric W. Marquardt, Ex Byron O. Brekke, Ex Tony Kucfler, ExN New members appointed to the commission are: Walter R. Bursch Nancy L. Carlson Current membership stands at twelve (12) with full membership on the commission being fifteen (15) commissioners. Commissioners: Tony Kuefler, Co -Chair Todd Paulson, Co -Chair Eileen Oslund Tim Willson, Ex- Officio 2. Sub Committee to study the city Charter Language as referenced in Section 6.02, Subd. 3(a). Specifically the last sentence relating to City Department appointment and removal process. Commissioners: Sy Knapp, Chair Ted Willard Janice Thielson Tim Willson, Ex- Officio 3. Sub Committee for Annual nominations to recommend candidates for election to Charter Offices. Commissioners: Eileen Oslund, Chair Todd Paulson Nancy Carlson B. Commission Actions and Deliberations; The Charter Commission met nine (9) times in 1996, with two of these meetings being joint meetings with the City Council. Continued study of the City Council /City Manager relationship by reestablishing the sub- committee to study the issue. Sub committee was not called upon to return a recommendation due to a full Charter Commission and Council joint work study session March 21 st, 1996 to discuss the issue and where the Commission as a whole made the offer to the City Council /City Manager to extend a helping hand, if the Council wished it so, in defming a working relationship with the City Manager. No further study or action taken by the Charter Commission in this matter. Actions taken by the City Council included written guidelines and annual review process in administrating a working relationship between the City Council and the City Manager. 1/4197 8:31 PM Tim J. Willson 612.566.7448 Page 3 of 3 Sub Committee appointed to study the existing Charter language Section 6.02, Subd. 3(a) last sentence reading "Appointment and removal of department heads shall be made final only upon majority vote of the City Council. returned recommendations to the Charter Commission after study and deliberations beginning in the late spring thru the Summer, at the September 25, 1996 Charter Commission meeting. Chair Commissioner Sy Knapp presented its findings and two (2) sub- committee recommendations for the Charter Commission to act upon. a. To Strike the last sentence in the Brooklyn Center City Charter, Section 6.02, Subd. 3(a) "Appointment and removal of department heads shall be made final only upon majority vote of the City Council." b. To have the City Council follow the Ordinance process to amend the City Charter. The Charter Commission acted upon these reeommendatons by approving them for recommendation to the City Council. The Charter Commission and the City Council met in a joint working session September 30th, 1996 where the Charter Commission presented its recommendations. At the October 15th, 1996 a formal presentation was given before the City Council at its regular meeting and the subsequent first reading of the Ordinance to change the Charter language was read. At the December regular meeting of the City Council the third and final reading of the Ordinance occurred and the process of approval was completed by a unanimous voice vote in approval of the change to the Charter Language. December 16, 1996 Mr. Tim Willson, Chair Brooklyn Center Charter Commission Brooklyn Center Planning Commission 6718 Colfax Avenue North Brooklyn Center, MN 55430 wear Mr: Wi�Ison: P.3 The City Council, in an effort to have greater interaction with its commissions, has established a schedule of meetings with each of the City's commissions. The Council proposes to meet with each commission on the regularly scheduled meeting date in the scheduled month. Attached is the schedule set by the City Council for meetings with commissions. The individual meetings with each commission, as mentioned above, provide a greater opportunity for individual interaction between the City Council and your commission. It will therefore replace the previous all commissions meeting which, due to the size of the gathering, did not allow for interaction between the entire Council and each commission. The City is working on a general recognition event to recognize the service of current and outgoing commission members that would involve all of the commissions.
