Mayor Myrna Kragness
Council Member Kristen Mann
Council Member Debra Hilstrom
Council Member Kathleen Carmody
Council Member Charles Nichols
City Manager Michael McCauley
This short memo is being written to thank the Council for allowing the Charter Commission to
attend the March 21 st Council work session. The positive discussion on the "relationship between
the Council and City Manager" allowed commissioners to again express there concerns with and
recommendations for an annual review process.
We are hopeful that on you retreat of April 27th, this issue will be taken up and we would further
hope that the Charter Commissions recommendations would be incorporated into your final
decision.
The Charter Commission would like to extend the offer of assistance in drafting a plan to review
these goals and objects in regards to the City Manager Council relationship. This process by the
Charter Commission would take the form of a recommendation that the Council could act upon.
This type of assistance would only be undertaken if the Council where to refer the issue to the
Charter Commission for further study and to direct the Charter Commission to draft appropriate
language as a recommendation to the City Council.
On behalf of the Brooklyn Center Charter Commission,
Tim Willson, Chair Brooklyn Center Charter Commission

Dear Bev:
Even though you are a long way from us, we still are thinking of you.
So how are things on the east coast? How are you enjoying your new job? We trust your move went well.
The Charter Commission would like to recognize your efforts while serving on the commission by either
sending you a plaque or a clock. I was asked to write or contact you to ask you what your preference
would be. Please let me know what you'd prefer and I will get working on it!
The snow from our last major snowfall a week ago is melting slowly but surely. Old Man Winter does not
want to leave the Midwest quite yet, even though many Minnesotans are definitely ready for spring this
year.
I will be waiting to hear from you.
Sincerely,
Carole J. Blowers
