1993 ANNUAL REPORT
1. Membership changes:
During the time period of January 1993-94, the following member retired
from the Charter Commission: Allen Anderson,(who was acknowledged with
an appreciation plaque from the City Council).
During the time period of January, 1993 to December, 1993, the following
members were appointed to the Charter Commission:
Robert Mickelson, Jr.; David Long; Roxanne Bridges
As of December 31, 1993, the Charter Commission currently has no
vacancies as Ted Willard is seeking reappointment.
2. The following members served as elected officers in 1993:
Chairperson Beverly Wolfe
Vice Chairperson Eileen Oslund
Secretary David Hildebrandt
The following members were appointed by the Chairperson for the
following positions in 1993:
Audit Chair Myrna Kragness
Public Relations Susan Warner
Rules /Parliamentarian Tim Willson
3. During 1993, the Charter Commission formally adopted its first
preamble for the Brooklyn Center Charter. This preamble reads as
follows:
The people of Brooklyn Center have both the right and the
responsibility to participate in all phases of city government. In
order to ensure these rights, the Brooklyn Center City Charter seeks to:
foster a sense of community;
provide for openness in all phases of city government that
encourages communication between people and government;
encourage broad representation in city government and city staff
that reflects the diversity of the community;
provide fair taxation for protection, recreation, and economic
well -being of the community;
ensure the accountabilities of the Mayor, Council, Commissions,
and staff.
The preamble of the Brooklyn Center City Charter provides a summary of
the contents of the Charter and expresses the philosophy of the Charter
Commission at this time (1993). The preamble is intended to serve as a
guide for the commission when considering changes in the charter. For
example, one could question a proposed change in terms of the various
rights in relation to the proposed change:
Does the change ensure the right of citizens to participate in
local government?
Does the change ensure the accountability of the City Council?
This preamble can be adopted by a majority vote of the Charter
Commission and can be modified or dropped by a majority vote of any
future Charter Commission.
4. During 1993, the Charter Commission held several meetings to
discuss what possible changes are necessary or desirable for the
Charter. The Commission decided to draft in 1994, language for a
possible charter change setting forth minimal charter requirements for
the appointment of City Council members when a vacancy occurs between
elections.
5. The Charter Commission had three sub committees in 1993:
Preamble Sub Committee Chair, Eileen Oslund
Council Vacancies Committee Chair, Myrna Kragness
Nominations Sub Committee Chair, Bev Wolfe
6. Under the direction of Commissioner Myrna Kragness, the Charter
Commission participated in the Adopt -A -Park Program for the City of
Brooklyn Center and participated in three clean -ups at the Fire Station
Park.

PRESENT: Beverly Wolfe (Chair), Ulyssess Boyd, Tony Kuefler
The meeting came to order at 9:40 a.m. Beverly Wolfe stated that Eileen
Oslund has been asked, and she has accepted, the nomination for Chair.
Tony Kuefler stated that he asked David Hildebrandt to accept the
nomination for Vice Chair, but Mr. Hildebrandt stated that he will not
be seeking reappointment in 1994. Tony Kuefler then stated he contacted
Ron Christensen, and he has accepted the nomination for Vice Chair.
Beverly Wolfe then stated she has been unable to reach Myrna Kragness
regarding the nomination for Secretary. Another attempt was made during
the meeting, but Myrna was not reached personally. If Myrna cannot
accept this nomination, other alternatives were discussed.
Beverly Wolfe also stated that she will be contacting Mr. Splinter, City
Manager, to see if he could attend our Annual Meeting in January to
discuss budgetary matters.
Meeting ended at around 10:10 a.m.
