Present: Eileen Oslund (Chair of sub-committee); Everett Lindh Absent: Tony Kuefler The meeting began at 10:05 a.m, in Conference Room A. Chair Oslund stated that in reviewing all material on this subject, perhaps the preamble as stated below could be included in the beginning of our Rules of Procedure and not be an official part of the Charter. She also drafted some proposed wording to following the actual preamble. The following is the entire draft of the preamble to be presented to the full Commission at our next meeting on March 24, 1993: f 4 4 4 PREAMBLE TO THE BROOKLYN CENTER CITY CHARTER The people of Brooklyn Center have both the right and the responsibility to participate in all phases of city government. In order to ensure these rights, the Brooklyn Center City Charter seeks to: 40 foster a sense of community; provide for openness in all phases of city government that encourages communication between people and government; encourage broad representation in city government and city staff that reflects the 0 p diversity of the community; provide fair taxation for protection, recreation, and economic well-being of the community; ensure the accountabilities of the Mayor, Council, Commissions, and staff. The preamble of the Brooklyn Center City Charter provides a summary of the contents of the Charter and expresses the philosophy of the Charter Commission at this time (1993). The preamble is intended to serve as a guide for the commission when considering changes in the charter. For example, one could question a proposed change in terms of the various rights in relation to the proposed change: Does the change ensure the right of citizens to participate in local government? Does the change ensure the accountability of the City Council? This preamble can be adopted by a majority vote of the Charter Commission and can be modified or dropped by a majority vote of any future Charter Commission, 4 4 4 4 Meeting adjourned at 10:30 a, m.
