Dear Commission Members:
The purpose of this letter is to respond to your invitation
to comment on the proposed Preamble to the City Charter.
First, I thank you for the opportunity to provide comment.
As an original member of the City Government Study
Commission whose work led to the adoption of the charter and
later as a member and chair of the Charter Commission, I am
appreciative of the work you members are continuing to
perform for the citizens of our community.
Second, the proposed Preamble reads well and is of
substance. However, there is one minor technical correction
which needs to be made.
In the introductory paragraph's second sentence, you use the
word "insure." The proper word to be used is "ensure."
While either word could be deemed acceptable, our culture
generally uses the word "insure" when we reference
protection against loss, accident or death and money is the
common denominator. "Ensure" on the other hand is the usual
spelling for "make sure or certain" that something will
happen or be maintained. So, I respectfully suggest you
give consideration to changing that one word in the
Preamble.

RE: Proposed Changes to Section 2.05 of the City Charter
This memo is to advise you that the Charter Commission on July 15, 1992,
unanimously approved wording changes to Section 2.05, Vacancies in the
Council, of the City Charter. Proposed wording for this section is
enclosed.
In summary, the reasons for the proposed changes are to provide for more
specific directions as to how a council vacancy would be filled. The
Commission felt modifications were needed in light of the fact that council
member and mayor terms are now four years.
Therefore, it is proposed that in the case of a vacated term of office
being less than one year, the City Council will appoint. In the case of a
vacated term of office being one year or longer, a regular or special
election shall be held.
Pursuant to Minnesota Statutes 410.12 Subdivision 7, the Brooklyn Center
Charter Commission recommends the adoption, by ordinance, of the attached
proposed amendments to the Brooklyn Center City Charter. This item has
been placed on the City Council agenda for July 27, 1992.
If the City Council does not approve this charter amendment, it is the
wishes of the Charter Commission to put this item to the vote of the people
and place it on the ballot for the general election in 1992.

THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS:
Section 1. Section 2,05 of the Brooklyn Center City Charter is
hereby amended as follows:
Section 2.05 VACANCIES IN THE COUNCIL. [The office of Mayor or Council
member shall become vacant upon death, resignation, removal from office in
any manner authorized by law or forfeiture of the office.] XhaD,

Dear Friends:
Working in conjunction with area schools, governmental and civic
organizations, the Brooklyn Center and North Hennepin Chambers of
Commerce are sponsoring our communities' first annual
"HERITAGE FESTIVAL" on Saturday, October 24, 1992.
This festival will be a celebration of the uniqueness and
diversity of the cultures that shape our communities. To make
sure that this festival is a success, we need your help.
Enclosed are flyers describing the Heritage Festival on one side
and seeking participants on the other. We are looking for people
who are willing to share an ethnic craft, talent or story or who
would like to participate in our parade. We are also looking for
individuals who would like to sell items at our bazaar.
Would you please distribute the enclosed flyers to anyone you
think would enjoy being a part of the Heritage Festival? If you
need additional flyers, you can either make your own copies or we
can provide you with them.
Your help in getting the word out about the Heritage Festival is
greatly appreciated. If you have any questions about the
Heritage Festival or if you need additional flyers, please call
