Adjournment BROOKLYN CENTER CHARTER COMMISSION SUB COMMITTEE COUNCIL VACANCIES SATURDAY, FEBRUARY 1, 1992 9 a.m. CONFERENCE ROOM A Present: Edward Commers (Chair), David Hildebrandt, Eileen Oslund Absent: Tony Kuefler The meeting began at 9:17 a.m. Members reviewed the comments in Charles L. LeFevere's (City Attorney) letter dated November 15, 1991, to which he was replying to our October 15th letter. TI-wre than two jaeuple tilp- fgr a vacant council position in a sp-ecial election. a qjj=ry s4d.11 b_p, r_e_p i r e d� In essence, this paragraph was taken from page one of Mr. LeFevere's November 15th letter, and the sub committee added the last sentence regarding a primary, as it was omitted in the city attorney's suggestions. The sub commission decided to present the above wording to the full Charter Commission on Wednesday, February 26, 1992, at 7 p.m. If the full commission agrees with this wording, it will then be referred back to the City Attorney. Administrative Assistant Ll 0 BROOKLYN CENTER CHARTER COMMISSION SUB COMMITTEE APPOINTMENT PROCESS FOR COUNCIL VACANCIES TUESDAY, FEBRUARY 4, 1992 7 P.M. CONFERENCE ROOM A Present: Dennis Snook (Chair), Ulyssess Boyd, Donald Gilbert, Myrna Kragness, and.Beverly Wolfe The meeting began at 7:05 p.m. Ulyssess Boyd and Beverly Wolfe reviewed the appointment process, as they experienced it as an applicant for a vacated council position, the last time the City Council had a vacancy. It was quickly determined that there was not a uniform application form submitted by interested persons; not everyone was asked the same questions at the interview; and the interviews were not public (some were on the phone; others in person). Commissioners discussed the fact that perhaps the City Council need more time than 30 days to fill a vacancy, i.e., 45 days may be needed. It was felt that official notice of the vacancy needed more timely exposure to the public in general. The method of voting and the ballots used by council members was also reviewed. The issued of someone filling an appointed council position more than once was pursued, and members felt that there should be a one year time span between appointments made to the same person for a council vacancy. FEE, 11 TO Dennis Snook *533 -9100 5836 Halifax Ave. H. Brooklyn Center, MN 55429 The Charter Commission's sub committee on the appointment process for council vacancies met on February 4, 1992. Their main concern is that all candidates have a sensible deadline to apply for a vacated position, that all candidates fill out a uniform application form, and that all candidates have the same questions asked of each of them in an open, public setting. They have the following recommendations and questions for the City Council: 1. When a vacancy occurs, the notice of vacancy should be published immediately in the city's official newspaper, as well as the closing date for applications, and the date and time of the interviews so the public has the opportunity to attend them. 2. All interested candidates should fill out a uniform application form jugi submit a resume as well. This uniform application form should request if they are a U.S. citizen, if they are a resident of Brooklyn Center, and if they are a registered voter, as well as other pertinent information needed. Also, if a conflict of interest exists, it should be noted on this form. If any lobbying has been done by the candidate, this information should also be listed. 3. The City Council should develop and use a standard list of questions to be asked of the candidates, so that all candidates are questioned equally. For example, if the question is asked of one candidate, "Are you planning to run in the next election for this position then &U candidates should be asked this question. 4. The Charter Commission would like to know if the City Council feels they need more than 30 days to fill a vacancy, i.e., would 45 days be better? 5. The Charter Commission feels that if someone is appointed to fill a vacancy on the City Council, there should be at least one year between the next time that person can be appointed to fill another vacancy on the City Council. We would appreciate your comments on our suggestions and questions by our next meeting, which will probably be March 25, 1992. Thank you. Mn,55444 Dear Commissioner Blowers: A news item in the Brooklyn Center/Brooklyn Park Sun-Post.Feb.12. 1992 concerning input on wording of the charter preamble for the city of Brooklyn Center. The only change on modification that should be considered is the restructure of paragraphs number four(4) and five(5)as follows: 4.
