Dear Mary:
Last year I mentioned to the charter commission that there might
be the possibility of charter change recommendations as a result
of legislation modifying the city budget consideration process.
Currently there is 1988 legislation which modifies the way in
which cities develop their budgets and certify their tax levies.
These newly enacted laws are in conflict with some sections of
Brooklyn Center's charter mainly as it relates to timing and
dates when certain tasks and actions must be completed.
I have talked to legislators and the League of Cities lobbyists,
and the best information I have at this time is that the
legislature is reconsidering these requirements and will
undoubtedly change some of them. It would be my recommendation
that no charter changes be considered until after the current
legislative session is completed. I'll keep you informed as to
the legislative process and progress on this issue and when it
becomes clear what the situation is, I will contact you.
