moved its adoption:
RESOLUTION NO 77 -234
RESOLUTION AMENDING THE 1978 GENERAL FUND BUDGET TO
PROVIDE FOR THE OPENING OF ADDITIONAL SKATING RINKS
WHEREAS, Section 7.09 of the City Charter of the City of Brooklyn Center
provides for a contingency appropriation as a part of the General Fund Budget
and further provides that the contingency appropriation may be transferred to any
other appropriation by the City Council; and
WHEREAS, on October 3, 1977, the City Council of the City of Brooklyn
Center adopted a budget for the calendar year 1978; and
WHEREAS, upon the recommendation of the Parks and Recreation Advisory
Commission, the Council did provide in said budget for a reduced ice skating
program which involved the closing of certain ice skating rinks to conserve
energy; and
WHEREAS, upon receipt of citizens' petitions and subsequent public
hearings on said action, the Parks and Recreation Commission has reconsidered
its earlier recommendation and now recommends that all skating rinks remain
open; and
WHEREAS, the City Council did consider the issue on November 14, 1977
and has directed that all skating rinks be opened and that all warming houses be
heated at the minimum level:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center to amend the 1978 General Fund Budget to fund the expanded
program by transferring $14,124 from the Contingency Appropriation (Account No.
01- 4995 000 -82 to the following arks and Recreation Department Accounts:

The motion for the adoption of the foregoing resolution was duly seconded by
member Maurice Britts and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, Maurice Britts, Tony Kuefler,
Bill Fignar, and Gene Lhotka;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
