HomeMy WebLinkAbout1977-242 CCR Member Bill Fignar introduced the following resolution and moved its adoption: RESOLUTION NO. 77 242 JOINT RESOLUTION BY THE CITIES OF BROOKLYN CENTER AND BROOKLYN PARK REQUESTING THE COMMISSIONER OF THE MINNESOTA DEPARTMENT OF TRANSPORTATION TO EXPEDITE THE PREPARATION OF A PROJECT DEVELOPMENT REPORT FOR T.H. 169 WHEREAS, the City Councils of the Cities of Brooklyn Center and Brooklyn Park have a common interest in the desire to improve the vehicular and pedestrian traffic along T.H. 169 in said Cities; and WHEREAS, the current and projected traffic demands greatly exceed the capacity of said roadway, causing vehicular and pedestrian traffic delays and safety problems; and WHEREAS, planning studies indicate a need for the realignment of portions of said roadway as part of the future upgrading; and WHEREAS, the continued development along said roadway will make future realignment and upgrading more difficult and expensive; and WHEREAS, the State Legislature has passed statutes requiring that all cities undertake planning programs under the Metropolitan Land Planning Act and that these planning programs consider, among other elements, transportation planning for current and future development; and WHEREAS, said Cities are in the process of implementing such planning programming and the future right -of -way location and improvement schedule of T.H. 169 are an integral segment of a number of said Cities planning programs to be addressed under said Land Planning Act; and WHEREAS, together with the Metropolitan Council,the Counties of Anoka and Hennepin, the Cities of Blaine, Fridley, Coon Rapids, Maple Grove and Brooklyn Park, in cooperation with the Minnesota Department of Transportation Highway Division, have jointly agreed upon the needs and procedures which established the North Crosstown Highway; and WHEREAS, said North Crosstown Highway is anticipated to be developed in stages, the first stage to be the construction of a bridge across the Mississippi River, joining highways on the East side of said river to T.H. 169 on the West side of said river; and RESOLUTION NO. 77-242 WHEREAS, the development of the first segment of said North Crosstown Highway will introduce additional traffic demands on existing T.H. 169 and further reduce it's ability to handle the traffic demands, thereby increasing the vehicular and pedestrian traffic delays and safety problems along said roadway; and WHEREAS, the Metropolitan Council has established that T.H. 169 in said Cities functions as an intermediate arterial highway, required to carry the traffic from said North Crosstown Highway South to I -94 in Brooklyn Center; and WHEREAS, the construction of said I -94 from Minneapolis North to I -694 in Brooklyn Center is scheduled to be completed in 1981, and will introduce additional demands on said T.H. 169 North of I -94(I -694) through said Cities; and WHEREAS, said T.H. 169 is under the jurisdiction of the Minnesota Department of Transportation Highway Division. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the City Council hereby requests the Commissioner of the Minnesota Department of Transportation to expedite the preparation of a Project Development Report for T.H. 169 from its intersection with I -94 (I -694) in Brooklyn Center, north to the proposed intersection with the North Crosstown Highway in Brooklyn Park.
