adoption:
RESOLUTION NO. 77 -23
RESOLUTION ESTABLISHING THE PROCEDURES FOR APPOINTMENT
TO THE NORTHWEST HENNEPIN HUMAN SERVICES ADVISORY
COMMISSION
WHEREAS, the City Council on December 8, 1975, through Resolution No.
75 -230, authorized the Mayor and the City Manager to enter into and execute a
joint and Cooperative Agreement to create the Northwest Hennepin Human Services
Council to provide planning and coordination for the delivery of human and social
services for the Northwest Hennepin County area; and
WHEREAS, Article XIII of said joint and Cooperative Agreement created a
Northwest Hennepin Human Services Advisory Commission and defined the duties
and responsibilities therefor; and
WHEREAS, Article XIII, Section 4 of said joint and Cooperative Agreement
calls for the appointment of two commission members by the governing body of
each party having a current population of at least 7,500; and
WHEREAS, the City Council of the City of Brooklyn Center has deliberated
the question of appointments to this advisory commission and wishes to express
the manner in which these appointments shall be made.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that the two appointments to the Northwest Hennepin Human
Services Advisory Commission be made in the following manner and with the
following considerations:
1 Appointments to the Commission shall be made by the Mayor
with majority consent of the City Council.
2. Appointments will be for staggered two year terms, except
that any person appointed to fill a vacancy occurring prior
to the expiration of the term for which his /her predecessor
was appointed shall be appointed only for the remainder of
such term. Upon expiration of a term of office, a member
shall continue to serve until his successor is appointed
and shall have qualified.
3. The initial appointment of one commission member shall be
through December, 1977, while the initial appointment of
the other Commission member shall be through December,
1978. Following the initial appointments, Commission
terms shall be for two years.

4. Commissioners shall serve without compensation.
5. Commissioners may resign voluntarily and may be
removed from office by the Mayor with majority consent
of the City Council. Three consecutive unexcused
absences from duly called Commission meetings shall
constitute automatic resignation from office. Vacancies
shall be filled in the manner that original appointments
were made.
6. Consideration for appointment should be given to a broad
spectrum of individuals exhibiting an interest in human
services, including, but not limited to, health officers,
health professionals, senior citizens, young adults, law
enforcement members, members of the clergy, and repre-
sentatives of business and labor.
7. Commissioners need not be residents of the City of
Brooklyn Center but shall be associated or affiliated with
the community in such a manner that gives them an
understanding of and a feeling for the human services
needs of the community.

The motion for the adoption of the foregoing resolution was duly seconded by
member Gene Lhotka and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Tony Kuefler, Bill Fignar, and Gene
Lhotka; and the following voted against the same: none, whereupon said
resolution was declared duly passed and adopted.
