moved its adoption:
RESOLUTION NO. 76 -31
RESOLUTION SUPPORTING THE CONCEPT OF FEDERAL GENERAL
REVENUE SHARING AND URGING THE CONTINUATION THEREOF
WHEREAS, the Federal government instituted the Federal General Revenue
Sharing Program (PL92 -512) in 1972, to assist local governments in providing
services to their residents; and
WHEREAS, this program has provided assistance to the City of Brooklyn
Center in the amount of $634,033 from January 1, 1972 to the present date; and
WHEREAS, the City of Brooklyn Center has used these funds for major
capital outlay items such as street maintenance equipment, the upgrading of
municipal garage facilities, public safety equipment, and to finance most
capital outlay in the City's budget since 1974; and
WHEREAS, inflation and the otherwise increasing cost of maintaining
services combined with the property tax levy limit imposed by the State of
Minnesota places cities such as Brooklyn Center in a position of limiting or
cutting back City services to stay within the prescribed levy limits; and
WHEREAS, this General Revenue Sharing Program has provided the City
of Brooklyn Center with a source of revenue for obtaining needed capital outlay
items:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that it does hereby strongly endorse and support the concept of
Federal General Revenue Sharing for municipalities, in its present form, and
urges its senators and congressmen to vote favorably upon such legislation.
BE IT FURTHER RESOLVED by the City Council that copies of this resolution
be forwarded to the Minnesota Congressio, leg on.

The motion for the adoption of the foregoing resolution was seconded by member
Robert Jensen and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Tony Kuefler, Bill Fignar, and Robert
Jens en;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
