Britts introduced the following resolution and moved its adoption: RESOLUTION NO. 76 -40 RESOLUTION ENDORSING HENNEPIN COUN'T'Y TRANSPORTATION SYSTEM STUDY WHEREAS, the City Council of the City of Brooklyn Center has reviewed the Draft Final Report of the Hennepin County Transportation System Study prepared by Bather, Ringrose,Wolsfeld, Inc.; and WHEREAS, the Draft Final Report is a guide for the future roadway system under County jurisdiction and contains recommendations; and WHEREAS, the report indicates projected traffic volume increases in Brooklyn Center of 52% and 31% for 63rd Avenue North and County Road No. 10 respectively; and WHEREAS, within the City of Brooklyn Center, the majorities of 63rd Avenue North and approximately 50% of County Road No. 10 are located in single family residential areas; and WHEREAS, the City of Brooklyn Center residents' share of costs for maintaining and constructing county roads are estimated to be greater than for maintaining and constructing trunk highways; and WHEREAS, the City Council recognizes that it is necessary to project future traffic demands based on current modes of transportation for determining future roadway capacity problem areas, but feels the County should more actively participate in encouraging and developing innovative modes of transportation for decreasing the dependency of automobiles as the basic mode of transportation; and WHEREAS, the report indicates a dramatic increase in east -west travel trips across the Mississippi River in the Brooklyn Center area, but does not indicate the need of a pedestrian/bicycle bridge crossing the Mississippi River in the area of F.I. 694. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the City Council generally endorses the Hennepin County Transportation System Study Draft Final Report subject to conditions and comments qualified as follows: 1. Consideration and study should be given to reducing rather than increasing the projected traffic volumes on 63rd Avenue North and County Road No. 10 in the City of Brooklyn Center. 2. The jurisdiction of Trunk Highway No. 152 should remain with the State Highway Department. RESOLUTION NO. 76 -40 3. The jurisdictional change of a segment of County Road No. 130 to the City of Brooklyn Center is endorsed in concept only. 4. The County should more actively participate in encouraging and developing innovative modes of transportation for decreasing the dependency on automobiles as the basic mode of transportation. 5. Consideration should be given to the future construction of a pedestrian- bicycle bridge crossing the Mississippi- River in the vicinity of F.I. 694 in coordination with Hennepin County, Ramsey County, Minnesota Highway Department, City of Fridley, and the City of Brooklyn Center.
