Splinter: This letter is a reminder that in my Mly 16, 1988, letter I requested that you advise me in writing if there were any legislative charges affecting the Charter Commission during this past legislative session. As the date for our next scheduled meeting (September 28) is fast approaching, I would appreciate a reply two weeks prior to that date. Thank you. This is the only piece of information that Stan Peskar, the general counsel for the League of Cities, has come across that could have any kind of effect on charter commission activities. However, there is a myriad of other changes in Minnesota State Statutes that affect the operation of a charter city and one of those is the new "truth in taxation" legislation. The League of Cities, the League of Counties, School District Associations, and others are still trying to analyze these new regulations and laws 1, to assess their impact on their operations. Its possible that some of the dates in our city charter which relate to deadlines for certifying taxes, etc. which may be affected by this new legislation, but at this point in time no one is clear on what than impact is. Please be assured that we will keep monitoring the situation and when and if these situations are clarified and we have a clear understanding of their impact, I will contact you if there should be any consideration of any changes in the city charter to match the new legislation. I'm sorry the answer to your question took as long as it did, but one of the problems has been that this last legislative session produced a number of different legislative actions which do not have a clear and'concise, easily determined impact. Splinter I s it er c 81 LAWS of MINNESOTA for 1987 Ch. 52 CHAPTER 51— S.F.No. 1067 An act relating to local government; providing for the discharge of charter commissions; amending Minnesota Statutes 1986, section 410.05, by adding a subdivision. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 1986, section 410.05, is amended by adding a subdivision to read: Subd. 5. DISCHARGE. If the charter commission of a statutory_ city deter- mines that a charter is not necessary or desirable, the commission may be discharged a vote of three fourths of its members. Another commission may not be formed sooner than one year from the date of discharge. r Approved April 29, 1987' CHAPTER 52— S.F.No. 793 An act relating to commerce,• consumer protection; requiring the repair, refund, or replacement of new motor vehicles under certain circumstances; prescribing certain arbitra- tion mechanisms for all automobile manufacturers doing business and offering express war ranties on their vehicles sold in Minnesota; amending Minnesota Statutes 1986, section 325F.665. 1. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: Section 1. Minnesota Statutes 1986, section 325F.665, is amended to read: l 325F.665 NEW MGrOR VEHICLE WARRANTIES; MANUFACTUR- ER'S DUTY TO REPAIR, REFUND, OR REPLACE. Subdivision 1. DEFINITIONS.
