Adjournment s BROOKLYN CENTER CHARTER COMMISSION ANNUAL REPORT 1985 The Charter Commission met three (3`) times during 1985. The annual meeting was held on January 30, 1985, with the following officers elected: Chair: Donn H. Escher Vice Chairs Dennis Kueng Secretary: 'Barbara'Sexton The following Committee appointments were made by the Chair: Public Relations: Ernest Erickson Audit: Jean Schiebel Rules /Parliamentarian: Neil Smeaton During the year, there was one (1) resignation: Michael Beauchane; two (2) new appointments were made: Allen K. Anderson (2/14/85- 2/14/89), and Marie A. Castle (2/14/85 2/14/89); and one (1) reap- pointment to a second full four (4) year term was made: Mary Heitzig (12/1/85- 12/1/89). The Charter Commission currently has thirteen (13) Commission members, which is two (2) short of a full complement. During calendar 1985, the following business was accomplished: On January 28, 1985, the Elections Amendment, amending Sections 2.03 and 4.01 of the City Charter to provide for even year elections by ordinance and a change in the length of Council Members and Mayoral terms was defeated by the City Council on the second read- ing by a vote of 2 -3 and remanded back to the Charter Commission for future study. On March 27, 1985, the Chair appointed an Elections Amendment Sub Committee: Dennis Kueng (Chair), Ed Commers, Jean Schiebel, Michael Beauchane, and Barbara Swart. The Sub Committee was charged to study all aspects of the proposed amendment and to report back to the full Commission with a recommended course of action on Octo- ber 23, 1985. The Elections Amendment Sub- Committee met twice. On April 25, 1985, the Sub- Committee developed a survey questionnaire which was mailed to mayors and council members of nearby communities. On September 23, 1985, the Sub Committee met again at which time the survey re- sults were evaluated and a recommendation developed for full Charter Commission action. On October 23, 1985, the Charter Commission adopted by Commission Resolution the Sub Committee'§ motion on a 10 -2 favorable vote to: Change from odd year elections to even year elections; Change Council member terms from three (3) years to four (4) years; Change the Mayor's term from two (2) years to four (4) years; Submit the amendment to the people of Brooklyn Center for vote at the General Election in November, 1986; and Direct the Chair to forward the amendment to the City Clerk after June 1, 1986, with instructions to prepare the necessary wording OVER for the ballot to effect the Commission's action in Sections 2.0 and 4 .Ol of he 3 t Charter.
