its adoption:
RESOLUTION NO. 75 -64
A RESOLUTION SUPPORTING COMPREHENSIVE PLANNING LEGISLATION
WHEREAS, the Metropolitan Agencies Committee of the Association of
Metropolitan Municipalities consists of municipal officials representing a broad
cross section of cities throughout the metropolitan area; and
WHEREAS, said Metropolitan Agencies Committee diligently studied
and recommended legislative policy proposals to be advocated on behalf of the
Association of Metropolitan Municipalities; and
WHEREAS, on December 12, 1974 at a general membership meeting of the
Association of Metropolitan Municipalities the membership adopted without dissent
the following policy:
WE URGE THE LEGISLATURE TO REQUIRE COMPLETION OF
LOCAL COMPREHENSIVE PLANS AND TO PROVIDE FOR THE
NECESSARY RESOURCES TO ACCOMPLISH SUCH LOCAL PLANS.
FURTHER, WE URGE THE LEGISLATURE TO LIMIT ANY NEW
APPROVAL AUTHORITY OVER LOCAL COMPREHENSIVE PLANS TO
THOSE ASPECTS OF SAID PLANS THAT IMPACT THE METROPOLITAN
PHYSICAL SERVICE SYSTEMS; and
WHEREAS, comprehensive planning legislation has been drawn with the
assistance and cooperation of local government officials for the purpose of
requiring completion of local comprehensive plans; and
WHEREAS, the resulting Comprehensive Planning Bill is found to be in full
compliance with the legislative policy declaration of the Association of Metropolitan
Municipalities while at the same time serving the needs of the metropolitan area:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center to endorse the Comprehensive Planning Act requiring completion of
local comprehensive plans and providing resources to accomplish such local plans,
all subject to the qualification that Metropolitan Council approval authority over
such plans be limited to those aspects of comprehensive plans that impact the
metropolitan physical service systems or the comprehensive plans of adjacent
communities.
RESOLUTION NO. 75-64
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to
the Governor of the State of Minnesota, to Minnesota legislators representing
the City of Brooklyn Center, to legislative members of the Minnesota Senate
Metropolitan and Urban Affairs Committee and the House Local and Urban Affairs
Committee, and to the Chairman o1E�f �o an Council

The motion for the adoption of the foregoing resolution was duly seconded by
member Bill Fignar and upon vote being taken thereon, the following
voted in favor thereof: Philip Cohen, Maurice Britts, Tony Kuefler, Bill Fignar
and Robert Jensen;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
