moved its adoption:
RESOLUTION NO. 75 -75
RESOLUTION OPPOSING H.F. 1099 REGARDING REALLOCATION
OF GENERAL HOSPITAL RECOVERABLE CHARGES
WHEREAS, in 1963 the City of Minneapolis succeeded in transferring
its ownership and responsibility for General Hospital to Hennepin County
government; and
WHEREAS, as a condition of transferring such ownership responsibility
from the City of Minneapolis to all the citizens of Hennepin County, the 1963
legislative act established a "use formula" for the allocation of unrecoverable
charges recorded for Minneapolis residents and recorded for non Minneapolis
residents of Hennepin County; and
WHEREAS, proposed elimination of the "use formula" would have the
net effect, on the basis of 1974 experience, of shifting $3,540,917 of
Minneapolis property tax responsibility to non Minneapolis property taxpayers
in Hennepin County; and
WHEREAS, such proposed elimination of the established "use formula"
would thereby have the effect of decreasing annual property taxes on a $35,000
home in Minneapolis by an estimated amount of approximately $32 while at the
same time increasing property taxes on a $35,000 suburban home by approxi-
mately 20:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center as follows:
1. To object to the provisions of H.F. 1099 which unfairly
shifts a major property tax burden from the City of
Minneapolis to the non Minneapolis residents of
Hennepin County.
2. To direct that copies of this resolution be transmitted
to the Governor of the State of Minnesota and to
Minnesota legislators representing thna City of,
Brooklyn Center, r

The motion for the adoption of the foregoing resolution was duly seconded by
member Robert Jensen, and upon vote being taken thereon, the following voted
in favor thereof: Philip Cohen, Maurice Britts, Bill Fignar, Robert Jensen,
and Tony Kuefler; and the following voted against the same: none, whereupon
said resolution was declared duly passed and adopted.
