HomeMy WebLinkAbout1975-081 CCR Member Robert Jensen introduced the following resolution and moved its adoption: RESOLUTION NO. 75 -81 RESOLUTION REGARDING H.F. 645 ESTABLISHING COMMUNITY HEALTH SERVICES WHEREAS, the City of Brooklyn Center has had a local health program since 1965 and has invested several hundreds of thousands of dollars in developing and expanding the program since its beginning; and WHEREAS, the City of Brooklyn Center has demonstrated foresight in the establishment of a joint powers health agency with the Cities of Crystal and Brooklyn Park to coordinate health service delivery activities; and WHEREAS, H.F. 645 would establish a statutory procedure for the formation of a county health agency having the potential to absorb or govern the municipal joint powers health program without municipal representation; and WHEREAS, H.F. 645 mandates the establishment of an independent health board and advisory health council which is inappropriate to the governmental structures of the participating cities; and WHEREAS, H.F. 645 would allow for the infringement upon statutory housing and redevelopment authorities and advisory committees related to public health, environmental health, and housing maintenance and rehabilitation; and WHEREAS, H.F. 645 may substantially increase the per capita costs without providing proportionately better services to citizens; and WHEREAS, the intent of the Act is to provide for sparsely popu- lated outstate counties rather than for complex populated counties of Hennepin and Ramsey and communities contained therein: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center as follows: 1. To oppose H.F. 645 to the extent that it would prohibit the City of Brooklyn Center from continuing a municipal health program which it has developed and to urge that amendments be enacted to H.F. 645 to insure the continued existence and local municipal control of health programs in a community or group of communities with an aggregate population of at least 45,000 persons.
