October 10, 1995
Attendees
Bernie Gaffney, chair
Julie Doth
Terri Swanson, staff liaison
Member update
Terri called new member Melody Hanna and she has a conflict on Tuesday and Thursday
evenings. Philip Gray indicated that he would attend and Roxana called and had a meeting
that night but she is still interested in participating on the committee. With one vacancy still
on the committee, Terri suggested that the Apartment Renters Management Association of
Brooklyn Center be asked if they had a volunteer that would like to join the task force. Terri
will ask city liaison Janine Atchison to follow up.
Meeting time
It was decided to hold meetings at 5:30 p.m. the third Monday of the month to enable all
members to attend. This would also enable people to stay after and attend a council meeting
or work session at 7 p.m. if they wished.
Video presentation
The group watched the tape from the last council meeting and criticqued its production.
Based on the video, the following wish list was developed. Terri will give the wish list to
Tim Gaffron, Northwest Community Television's liaison, and he will present a report at the
next meeting on the feasibility and associated costs of the requests.
Wish List
*People's names appear as they are speaking (residents as well as council members and
staff)
• The camera should pan the room and show different angle and people instead of always
staying in one or two locations.
*Get rid of the hum that is heard when no one is speaking
•Better lighting
*Fix the sound system so that you can hear people from the audience and people who use
the overhead
•Better audio and video when someone is using the podium
*Put a camera in the ceiling
• Change camera shots on council or staff so that you can read their name plates instead of
cutting them off
Northwest Cities
Terri asked for ideas for the Northwest Cities program that the City participates in monthly.
The 5-minute program highlights a particular city program of function each month and the
city is responsible for generating the ideas for the program and coordinating all participants.
Suggestions included: Neighborhood groups, the infra-city trail system, community works
program and who's who in city government. Regarding the who's who in city government, it

was decided to spotlight a city staffer at the end of each monthly segment. The spotlight
would be for 15 seconds where the staff person would say their name and job function. The
purpose of this would be to give faces to city hall and make the function of government more
personal.
The Internet
Subscribing to the Internet was discussed. Terri said that Philip Gray had expressed an
interest in the Internet and he mentioned that he was attending a seminar on Saturday
regarding this. Bernie said that he would also look into the Internet and would talk with
Philip about bringing back some information to the committee. Terri will talk to the City's
MIS coordinator to find out if the City of the City's software consortium is investigating the
Internet yet. All parties will report back at the next meeting.
Next meeting
The next meeting is on Monday, November 18 at 5:30 p.m. in conference room B at city
hall. Members are asked to call Terri at 569-3440 if they can not attend.
