RESOLUTION NO. 75 -235
RESOLUTION ENDORSING SOLID WASTE ENERGY AND

WHEREAS, the City Council of the City of Brooklyn Center has
reviewed the Solid Waste Energy and Resource Recovery Study for
Hennepin County prepared by Henningson, Durham and Richardson, and
Harry S. Johnson Companies; and
WHEREAS, it is apparent from the study that the financial
feasibility of such a project is related very heavily upon the sale
of steam and the availability of sufficient waste materials for
processing; and
WHEREAS, Solid Waste Management and Resource Recovery is a
metropolitan area wide concern.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center as follows:
1. That the City Council endorses the Solid Waste Energy
and Resource Recovery concept with the following stipulations:
a) Revenue be assured through long term contracts
executed with potential steam buyers prior to
commencement of a project.
b) The source of waste supply be guaranteed prior to
commencement of a project.
c) The concept be part of an adopted overall metro-
politan area wide solid waste management and
resource recovery plan.
d) The concept be preferably financed and implemented
by a multi- county or metropolitan agency rather
than by Hennepin County alone.
2. That Hennepin County be commended for foresight in
