and moved its adoption:
RESOLUTION NO. 74 -127
RESOLUTION A FUND BUDGET
SO UTION MENDING THE 1974 GENERAL UN ET U G
WHEREAS, Section 7.08 of the City Charter of the City of Brooklyn
Center does provide that the City Council may, by a majority vote of its
members, transfer unencumbered appropriation balances from one office,
department or agency to another within the same fund; and
WHEREAS, Section 7.09 of the City Charter of the City of Brooklyn
Center does provide for a contingency appropriation as a part of the General
Fund Budget and further provides that the contingency appropriation may be
transferred to any other appropriation by the City Council; and
WHEREAS, Section 7.08 of the City Charter of the City of Brooklyn
Center does provide that the City Council may appropriate monies from accumulated
surplus in an amount equal to a previous appropriation if not in fact expended or
encumbered for that purpose in the previous fiscal year; and
WHEREAS, on October 1, 1171, when the City Council adopted the 1974
Budget, labor negotiations had not been completed with City employees; and
WHEREAS, the City Council did appropriate funds for departmental labor
in the amount of $85,000 to Unallocated Departmental Labor to provide funds
for final wage settlements; and
WHEREAS, on February 25, 1974, the City Council did transfer $43,089
from the Unallocated Departmental Labor appropriation to various departmental
appropriations for non organized employees' (except Police) salary adjustments;
and
WHEREAS, on April 1, 1974, the City Council adopted Resolution No. 74 -61
which authorized the Mayor and City Manager to execute a labor agreement with
Local #49 of the International Union of Operating Engineers which adjusted 1974
salaries of the organized Public Works and Park Department employees; and
WHEREAS, on June 17, 1974, the City Council adopted Resolution No. 74 -93
which adjusted the salaries of management members of the Brooklyn Center Police
Department who are not members of the Police Association bargaining unit; and

WHEREAS, on June 17, 1974, the City Council adopted Resolution
No. 74 -94 which authorized an increase in the City contribution toward the
cost of group hospital- medical insurance premiums for permanent full -time
employees (and eligible dependents) who are not members of recognized
bargaining units; and
WHEREAS, on July 8, 1974, the City Council adopted Resolution
No. 74 -109 which authorized the Mayor and City Manager to execute a labor
agreement with the Brooklyn Center Police Association which adjusted 1973
and 1974 salaries of the members of the Police Association bargaining unit:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center that the 1974 General Fund Budget be amended as follows:
1. Transfer $41,911 from the Unallocated Departmental Labor
appropriation (Account No. 497)to the following depart-
mental appropriations in the amounts shown:

The motion for the adoption of the foregoing resolution was duly seconded by
member Tony Kuefler and upon vote being taken thereon,
the following voted in favor thereof: Philip Cohen, Maurice Britts
Tony Kuefler and Robert Jensen;
and the following voted against the same: None
whereupon said resolution was declared duly passed and adopted.
