FOR THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
OCTOBER 19, 1992

CALL TO ORDER
Chairperson Capshaw called the meeting of the communications task
force to order at 7:38 p.m.
ROLL CALL
Chairperson Capshaw, Members Warner, Andrewjeski, and Nelson. Also
present was Personnel Coordinator Geralyn Barone, staff assistant
and recording secretary.
APPROVAL OF MINUTES - SEPTEMBER 16, 1992
There were no objections to the September 16, 1992 ad hoc city
communications task force minutes, as submitted.
DISCUSSION ON DIRECTION OF TASK FORCE
Chairperson Capshaw said he spoke with Brooklyn Center Chamber of
Commerce Director Mary Welch regarding working cooperatively on
• public relations issues involving the City. Welch told Chairperson
Capshaw that the Chamber has laid out a charge to produce a
brochure, and, therefore, the Chamber may be willing to work on a
brochure with the City and assist in funding. Chairperson Capshaw
said the Chamber may serve as the intake source for any money
raised for a brochure. Member Nelson said he got a quote for
20,000 copies of an 8 1/2" x 11", two color, tri-f old brochure with
three photographs. The total cost would be approximately $2,000.
Chairperson Capshaw said he feels 20,000 copies of the brochure
should be enough to distribute to realtors, civic groups and other
targeted audiences.
Chairperson Capshaw said Member Benjamin has been obtaining
quotations on producing a public relations video for the City. He
noted one of the three quotes she is obtaining is from Dan Reiva,
and Chairperson Capshaw distributed a letter with a quote from
Reiva dated October 16, 1992. The cost of a ten minute video would
be approximately $9,450 if produced by Reiva. Chairperson Capshaw
said he would like to see Member Benjamin's two other quotations
before proceeding with further discussion on the video tape.
Member Andrewjeski said he talked to a company called AVF and was
told the City should determine how much it would like to spend and
then the work can be done at any level. Member Andrewjeski added
that a video usually gets dated quickly, and we may want to update
it after a certain point in time. Barone suggested that Member

• Andrewjeski give AVF a copy of Reiva's letter which includes an
objective and description of specific services.
Chairperson Capshaw said he feels the communications task force
could serve as an editing board for the brochure. He suggested
approximately twenty (20) action photographs be taken, from which
a few could be selected for the brochure. He said the brochure
would be the task force's first project, and then, in the meantime,
work could be done on fund-raising for the video. There was
discussion of the possibility of forming a nonprofit group for
raising money, and there was further discussion regarding who would
serve as the editing board of the brochure and video tape. Barone
pointed out the task force may wish to consult with people who know
the target audiences for the brochure, such as realtors.
Chairperson Capshaw said it would be necessary to firm up the
finances for the brochure with the Chamber and also look at the
legal relationship between the City and the Chamber. Then the task
force could volunteer to work with the Chamber to develop a
promotional brochure. A meeting could be held involving realtors,
business people, school representatives and park and recreation
commissioners to discuss a focus of the brochure.
Member Andrewjeski said the task force may want to redesign the
City's logo. Chairperson Capshaw said the task force may want to
include a redesign of the logo as part of the brochure development.
Chairperson Capshaw said it would be important to invite any
representatives from groups that donate money towards the brochure
to participate in discussion on it. Member Nelson said a big base
is needed with a foundation of people agreeing on something to
include in the brochure.
Chairperson Capshaw said at the next task force meeting there would
be discussion firming up the relationship with the Chamber, costs
of producing a video, and selecting a date for a larger meeting to
discuss the brochure. He asked the task force members to think
about who should be invited to this larger meeting.
NEXT MEETING
Chairperson Capshaw requested the next meeting of the
communications task force be scheduled for Monday, November 16,
1992, at 7:00 p.m. at the community center to follow the open house
for Police Chief Trevor Hampton.
ADJOURNMENT
The communications task force adjourned at 8:20 p.m.
