HomeMy WebLinkAbout1974-144 CCR Member Robert Jensen introduced the following resolution and moved its adoption: RESOLUTION NO. 74 -144 RESOLUTION APPROVING CONCEPT OF UTILIZING DESIGNATED PARK LAND ABUTTING INTERSTATE 94 FOR HIGHWAY CONSTRUCTION PURPOSES WHEREAS, the Commissioner of Highways has prepared preliminary plans for the improvement of a part of Interstate Trunk Highway No. 94 within the corporate limits of the City of Brooklyn Center from the junction of Interstate Highway 94 with Trunk Highway 152, to the junction of Interstate Highway 94 with Interstate Highway 694; and WHEREAS, construction of said highway improvements would re- quire the acquisition of a total of approximately 3+ acres, and a construction slope easement overlying approximately 2 acres, of des- ignated park land from Freeway Park, Central Park, and the Shingle Creek Green Strip, for the purpose of constructing the Shingle Creek Parkway Interchange and noise abatement mounds along said Interstate Highway; and WHEREAS, it appears that the construction of said noise abate- ment mounds, where feasible, will enhance the recreational character of said park lands; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brooklyn Center approves the concept of utilizing designated park land for the purpose of constructing a portion of the Shingle Creek Parkway Interchange and noise abatement mounds along Interstate Highway 94, subject to the following conditions: 1. The designated park land utilized by said related Freeway construction will be replaced with appropriate land acquired by the Minnesota Highway Department for highway purposes, indicated as "Proposed Replacement Land" on Exhibit "A titled "I -94 4( -f) Considerations in Brooklyn Center and dated August 15, 1974. 2. Provisions for pedestrian and bicycle facilities be provided along Shingle Creek, across said Interstate Highway No. 94 and that portion of the Shingle Creek Green Strip to be acquired by the Minnesota Highway Department, for the continuation of the established trailways in the Shingle Creek Green Strip and the Central Park area; with the understanding that the Minnesota Highway Department will recommend, and the Federal Highway Administration will approve, said pedestrian and bicycle crossing facilities being included as part of the overall highway construction project at no cost to the City. RESOLUTION NO. 74 -144 3. The said Green Strip area to be acquired by the Minnesota Highway Department be developed by said Minnesota Highway Department in a manner compatible to the master plans of the City of Brooklyn Center for the said Shingle Creek Green Strip area. 4. The approval of the Federal Highway Administration. r August 19 1974 Date Mayor ATTEST: Clerk The motion for the adoption of the foregoing resolution was duly seconded by member Maurice Britts and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, Maurice Britts Tony Kuefler, Bill Fignar and Robert Jensen; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.
