HomeMy WebLinkAbout1974-153 CCR Member Robert Jensen introduced the following resolution and moved its adoption: RESOLUTION NO. 74 -153 RESOLUTION AMENDING THE 1974 GENERAL FUND BUDGET WHEREAS, on October 1, 1973, when the City Council adopted the 1974 Budget, an estimated revenue of $143,000 was anticipated to be transferred during 1974 from the projected earnings of the Liquor Fund to the General Fund to be used as a source of financing the 1974 budget appropriations; and WHEREAS, the 1972 and 1973 adopted budgets also anticipated the use of Liquor Store projected earnings as a source of financing General Fund budget appropriations; and WHEREAS, the 1972 and 1973 Liquor Store earnings were less than anticipated and Liquor Store Funds were used for authorized store relocations, expansions, and improvements; and WHEREAS, the City Auditor interpreted the estimate of Liquor Store earnings transfers as a directive by the Council to 'transfer funds from the Liquor Funds rather than a mere estimate of anticipated revenues; and WHEREAS, each year the anticipated transfers were set up on the General Fund's books as a receivable from the Liquor Fund and considered as General Fund revenue earned in that year and subsequently increased the General Fund's unappropriated surplus; and WHEREAS, on December 31, 1973 the General Fund's unappropriated surplus was increased by $154,778 as a result of the closing of the General Fund's operations for the year then ended; and WHEREAS, included in the increase 'to unappropriated surplus was the anticipated Liquor Store earnings which were not realized; and WHEREAS, during 1974 the Liquor Fund will not be able to both pay off the amount due to the General Fund from prior years and still transfer the amount anticipated to be transferred in 1974: BE IT, THEREFORE, RESOLVED by the City Council of the City of Brooklyn Center to amend the 1974 General Fund Budget by reducing the amount of estimated revenue to be transferred from the Liquor Fund by $143 ,000 and to authorize the use of $143,000 of General Fund unappropriated surplus to finance 1974 budget appropriations.
