RESOLUTION NO. 74 -92
RESOLUTION ESTABLISHING CITY OF BROOKLYN CENTER AND
SCHOOL DISTRICT NO. 286 TERMS FOR DEVELOPMENT OF ICE
ARENA PROPOSAL
WHEREAS, certain interested citizens of the City of Brooklyn Center and
School District No. 286 advocate an ice arena to serve a variety of competitive
hockey and recreational skating purposes; and
WHEREAS, since January 1973 it has been the consensus of Brooklyn Center
City Council members and District No. 286 School Board members that neither the
City nor the School District possesses the financial capability to underwrite the
capital cost and the recurring operational costs of an ice arena; and
WHEREAS, as a product of a 1968 capital improvement bond issue the
City of Brooklyn Center informally allocated $80,000 for an ice shelter concept;
and
WHEREAS, School District No. 286 has recently indicated a possible
willingness to devote certain of its land for ice arena purposes:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center to entertain jointly with Brooklyn Center School District No. 286
the development and submission of an ice arena proposal, subject to applicable
laws and regulations and subject to the following terms and conditions:
1. The assumption that the City of Brooklyn Center would commit
the sum of $80,000 towards the construction of an ice arena.
2. The assumption that Brooklyn Center School District No. 286 will
make land available for the construction of an ice arena.
3. The formation of a non profit organization composed of citizens
interested in actively supporting the construction and operation
of an ice arena and provided that such non profit organization
will:
a Develop in conjunction with the City and School District
a feasible development plan for an ice arena which would
include artificial ice and seating for a minimum of 500 people.
b. Develop non -tax methods of financing the balance of
construction costs for such an ice arena

c. Develop non -tax methods of financing annual
operating costs of an ice arena with specific
assurance that any operating losses will be
underwritten by the non profit organization.
d. Submit design concept, funding and operation
plans for approval by the City of Brooklyn Center
and School District No. 286.
BE IT FURTHER RESOLVED that the terms of this tender become effective
upon formal adoption thereof by the City of Brooklyn Ce er and School District
No. 286, and that said terms expire July 1��9�7

The motion for the adoption of the foregoing resolution was duly seconded by
member Tony Kuefler and upon vote being taken thereon the
following voted in favor thereof: Philip Cohen, Maurice Britts, Tony Kuefler,
Bill Fignar and Robert Jensen;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
