Gillen, Acting Chairman Brooklyn Center Charter Commission BROOKLYN CENTER CHARTER COMMISSION Annual Report for 1978 The Brooklyn Center Charter Commission met eight times during 1978. At the January meeting the following officers were elected: Chairman Viola Kanatz Vice Chairman James Gillen Secretary Barbara Swart The chairman appointed Mona Hintzman as Audit Chairman and Cheryl Asplund as Public Relations Chairman. During the year Commissioners Richard Higgins and Phyllis Papke moved from the community and Chairman Viola Kanatz resigned as a result of new employment. New commissioners appointed were: Jerry Campion, Michael Beauchane, and Donn Escher. The commission completed its study of the charter which produced a list of 24 proposed amendments. Of these, three were rejected by the commission and 21 were sent to the city council for review. Seven of the 21 were accepted by the city council. Of the remaining fourteen, the differences between the council and the commission appear minor and with some adjustments basically in wording were expected to be approved early in 1979 by the council. The charter commission will re -study the remaining six amendments in 1979 and take whatever action it feels is appropriate for each of the proposed changes. After experiencing some confusion and difficulty in the handling of charter changes the commission decided at its November meeting to establish a committee to review and update all of the charter commission's rules of procedure.
