BROOKLYN CENTER CHAPTER COMMISSION ANNUAL REPORT FOR 1976 Officers elected at our January meeting: Chairman Henry A. Dorff Vice Chairman James A. Gillen Secretary Barbara Swart Officers appointed by chairman and approved by commissioners; Audit chairman Fiona Nintzman Public Relations Chairman Edwin Theisen Elizabeth Bush Clen Bullick Henry Dorff Walt Vennewitz The following new appointments were made during the year: Mildred Hendrickx William Hannay Phyllis Papke Vince Tubman The following reappointments were made by the Chief Judge of the district Court: Viola Kanatz Barbara Swart Edwin Theisen Mildred Hendrickx The Charter Commission met 15 times during the year. The major accomplishment during the year related to a charter amendment petition proposing amendments to Section 6.02,Subdivisions 3 and 4,and Section 6.03 of the charter dealing with the administration of city affairs. After two public hearings and charter commission deliberation, the commission recommended an alternate amendment to the City Council which was ultimately accepted by the petitioners and by the City Council who passed it unanimously. A proposal was made by the DFL T Lard Club of Brooklyn Center to the Charter Commission to study the possibility of adopting a ward system for Brooklyn Center. They recommended a change from our present at large system. The commission created three sub committees to study this proposal. Their responsibilities were page 2 1976 Annual Report Group I setting up the ward system and legal requirements. Also research campaign costs in other communities with both ward and at large systems. Group II Group III Research pro's and con's of ward system including opinion of local officials in Brooklyn Center. Contact officials of other communities with both ward and at large systems for their opinions. After two public hearings and after deliberating the three sub committee reports, the Brooklyn Center Charter Commission went on record in favor of continuing the present at large system. The commission unanimously voted to change the rules of procedure. A committee of three was established to nominate candidates for the position of chairman, vice chairman, and secretary. Respectfully submitted, BROOKLYN CENTER CHARTER COME ISSION Chairman The norainating Committee of the Brooklyn Uenter Charter Uomtaission met on NOV. 17th, 1976 with all members present, Uonnissioner Richard Higgins, Uommissioner Frank Kampmeyer and myself. After some discussion and consideration of several names, it was agreed we would ask Uhairman Jim Gillen if he would consider the chairmanship of the °omission. There w as reason to believe Uommissioner Gillen would prefer to continue in his present position, and if after further consideration this was the case, we would then ask Commissioner Ed. Theisen if he would accept the chairman- ship. We are plased that Commissioner Theisen has agreed to carry this responsibility. We feel Mr. Theisen will bring to the Charter Uoinission a deep civic concern, a thoroughness, and a cooperative approach that will serve well the oirnnission and the Uitizens of Brooklyn Uenter.
