and moved its adoption:
RESOLUTION NO. 73 -34
RESOLUTION URGING LEGISLATIVE RESTRAINT IN MANDATING
COSTS ON LOCAL GOVERNMENT
WHEREAS, the 1971 legislature enacted stringent laws limiting the

and
WHEREAS, a large portion of the cost of municipal government results
from requirements imposed by the state legislature and its administrative
agencies; and
WHEREAS, there is an inclination in the legislative halls to mandate
many provisions on municipalities which result in increased expenditures by
municipalities; and
WHEREAS, there is an accompanying legislative inclination not to
recognize the increased costs imposed upon municipalities:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center to urge legislators to be cognizant of the cost ramifications
to tax limited local government with respect to each and every bill which
legislators consider.
BE IT FURTHER RESOLVED by the City Council to call upon the legislative
representatives of the people of Brooklyn Center to be aware of this concern and
to transmit such concern to colleague legislators. The City Clerk is hereby
directed to transmit copies of this resolution to the aforementioned legislators,
and to the chairmen of legislative committees and to the governor of the State of
Minnesota.
