ORDINANCE NO. 2024-__
AN ORDINANCE AMENDING CHAPTER 12 OF THE CITY CODE OF ORDINANCES BY
ADDING SECTIONS 12-309 AND 12-310 REGARDING PROPERTY MAINTENANCE
STANDARDS
THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS
FOLLOWS:
Article I. Brooklyn Center City Code, Chapter 12 is amended by adding the following double-
underlined language:
Section 12-309. MAILBOX REQUIREMENT. All licensed rental properties shall be
provided an onsite mailbox. Mailbox shall be maintain by the property owner and in
working condition.
Article II. Brooklyn Center City Code, Chapter 12 is amended by adding the following double-
underlined language:
Section 12-310. PREMISES IDENTIFICATION. All commercial buildings shall have
approved address numbers places in a position meeting the following requirements
and as indicated in Diagram 1.
1. The numbers shall be conspicuously posted in a location on the front of
the building so as to be readily identifiable for all purposes.
2. The numbers shall be placed in the upper corner of a building, if possible,
so as to be clearly seen from the street or at or near the building entrance
in such a suitable location that can be clear seen from the street.
3. The building number shall be clearly displayed, of a color contrast with
the color of the building to which it is attached and of a color contrast
with any advertisement, in such a manner that the number may be easily
and clearly seen and read during the hours of darkness as well as daylight.
4. On multi-tenant commercial structures, rear entry doors must display
with a minimum 4 inch letter and/or number, the tenant business name
and unit number, address of the commercial space, and indicate access
doors to mechanical, electrical, or sprinkler rooms.

Article III. Severability. Should any section or part of this ordinance be declared by a court of
competent jurisdiction to be invalid, such decision will not affect the validity of the ordinance as
a whole or any part other than the part declared invalid.
Article IV. Effective Date. This ordinance shall become effective after adoption and upon thirty
days following its legal publication.

Background
•City council adopted the ordinance change in November 2024
which required larger addresses based on the height of the
structure.
•Original intent was to improve building identification for
emergency response and code enforcement activity and
uniformity among building types.
•Staff did not start enforcement action until January 2025.

Background
•Compliance notices were sent to commercial properties that were
not in compliance.
•Compliance notices gave properties 30 days to comply
•Properties that contacted staff, staff was able to work out an acceptable
timeline with the property owner/manager.
•Staff informed multi-family properties during their rental license
inspection. Staff collaborated with property management to
create a plan of action.

Compliance information
•Staff opened 74 code enforcement cases
•44 properties (59%) are in compliance
•30 properties (41%) have bee sent notices
•Staff received reports of creative ways in meeting compliance
•Amazon, Etsy, other online retailers
•Making it themselves out of wood, vinyl, or other materials
•Using sign companies (usually more costly)
•Cost reports are a couple hundred dollars to several thousand

•City buildings
•Public Works, Police Department, and West Fire have 12” numbers.
•Other buildings are under review until further action from city council.
•In recent conversations with the Police and Fire Chiefs, their
preference is to have visible address numbers.

Potential Options
Option 1: Remove the required address numbers. This would
eliminate the current amended ordinance change. There are no
standards in the building code, fire code requires 4” numbers similar
to residential requirements.
Option 2: Require 6” numbers. This is a slightly larger size than
what’s required for single family homes and is a common size
available at most hardware stores.

Potential Options
Option 3: Standardize all Commercial numbers to 12 inches. This
would eliminate the larger size requirements for multi-story
buildings (currently 18 inches for two stories and 24 inches for three
or more stories). 12 inch numbers are also more readily available
online and in-stores.
Option 4: No changes to the current ordinance. Staff would then
restart enforcement.
