RESOLUTION NO. 71 -188
RESOLUTION ESTABLISHING THE COST, FINANCING, CONSTRUCTION
AND MAINTENANCE POLICY FOR A WALKWAY NETWORK
WHEREAS, on May 8, 1970 the Director of Public Works in
response to a City Council directive submitted a report to update
previous sidewalk policies and to study future sidewalk needs; and
WHEREAS, said report suggested a 67.5 mile, 1.6 million
dollar walkway etwork plan for the Cit and

WHEREAS, on February 22, 1971 the Director of Public Works
reviewed for the City Council a suggested Minnesota State Aid street
construction schedule for the years 1971 through 1978; and
WHEREAS, on March 1, 1971 the City Manager reviewed for the
City Council the concept of using Minnesota State Aid funds and un-
appropriated Minnesota State Aid accumulations for financing the
network; and
WHEREAS, on March 1, 1971 the City Council made the following
determinations:
1. That the Council accepts the basic concept of using
Municipal State Aid funds and unappropriated Municipal
State Aid accumulations for walkway construction;
2. That a long -range State Aid construction schedule could
be adopted;
3. That a walkway priority schedule be developed and
generally adhered to;
4. That a walkway assessment policy must be determined;
5. That the present State Aid assessment policy is reaffirmed;
and
WHEREAS, on March 15, 1971 the City Council upon review of
the Director of Public Works report of May 8, 1970 deleted 2.5
miles of walkway at an estimated cost of $64,000.00; and
WHEREAS, the City Council on March 15, 1971 established a
list of priorities constituting approximately 21 miles of walkway
at an estimated cost of $510,000,00; and

WHEREAS, on May 3, 1971 the Director of Public Works presented
a report suggesting priorities for the remainder of the network con-

sisting of 44 miles of walkway at an estimated cost of $1,026,000.00;
and
WHEREAS, on May 3, 1971 the Director of Public Works estimated
that the first 51 priorities consisting of 39.2 miles of walkways at
an estimated cost of $935,000,00 could be financed utilizing direct
Municipal State Aid and unappropriated Municipal State Aid funds; and
WHEREAS, on May 3, 1971 the City Council made the determina-
tion that no assessments would be levied for construction of the walk-
way network and further, that the City should proceed with the sched-
uling of construction of the first 51 priorities as suggested by the
Director of Public Works; and
WHEREAS, on May 3, 1971 the City Council requested that a
financial and construction schedule plan be prepared for their review;
and
WHEREAS, on July 23, 1971 the Director of Public Works pre-
sented a Walkway Network Financing and Construction Schedule Plan to
the City Council for their review;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center in the County of Hennepin and State of
Minnesota that upon review of all matters pertaining to the walkway
network that:
1. The Walkway Construction Schedule and Financing Plan
as contained in the Director of Public Works' report of
July 23, 1971 be adopted; and
2. That the cost of snow removal and maintenance of the
walkway network will be assumed by the City.

The motion for the adoption of the foregoing resolution was duly
seconded by member Howard Heck and upon vote being taken
thereon, the following voted in favor thereof: Philip Cohen,
John Leary, Vernon Ausen, Howard Heck and Theodore Willard;
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
