HomeMy WebLinkAbout1971-219 CCR f Member Howard Heck introduced the following resolution and moved its adoption: RESOLUTION NO. 71 -219 RESOLUTION DETERMINING TO ISSUE BONDS TO PROVIDE MONEY FOR ACQUISITION AND BETTERMENT OF AN ICE ARENA AND PROVIDING FOR AN ELECTION AND DIRECTING NOTICE WHEREAS, the City of Brooklyn Center is in need of a municipal ice arena; and WHEREAS, under Sections 7.13 of the home rule charter of the City of Brooklyn Center, the Council is authorized to issue and sell obligations in accordance with law provided that, except in the case of obligations for which an election is not required by charter or state law, obligations may not be issued and sold without the approval of a majority of the registered voters of the City voting on the question: NOW, THEREFORE, BE IT RESD LVED by the Council of the City of Brooklyn Center, Minnesota, as follows: 1. It is hereby determined that it is necessary and expedient to borrow money and issue the negotiable coupon bonds of the City for the purpose of providing money for the acquisition and betterment of an ice arena, said bonds to be in the total principal amount of not to exceed $800,000.00 and to mature serially as shall be hereafter determined by the Council. 2. A special election is hereby called to be held at the same hours, time and polling places as a regular municipal election, the 7th day of December, 1971, for the purpose of submitting to the voters of the City the following question: SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $800, 000.00 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF AN ICE ARENA? 3. The City Clerk shall cause printed blue colored ballots to be prepared and distributed which shall set forth the proposition to be voted in substantially the following form: Resolution No. 71 -219 OFFICIAL BALLOT SPECIAL ELECTION City of Brooklyn Center, Minnesota December 7, 1971 SHALL THE CITY OF BROOKLYN CENTER BORROW MONEY AND ISSUE ITS NEGOTIABLE COUPON BONDS IN THE AMOUNT OF NOT TO EXCEED $800,000.00 FOR THE PURPOSE OF PROVIDING MONEY FOR ACQUISITION AND BETTERMENT OF AN ICE ARENA? YES NO Instruction to Voters: Voters desiring to vote in favor of said proposition, make a cross mark (x) in the square opposite the word YES. Voters desiring to vote against said proposition, make a cross mark (x) in the square opposite the word NO. 4. The City Clerk shall also cause proper ballot labels or marking devices to be placed on voting machines and provide for use of such machines in accordance with law and shall provide necessary forms for absentee voting on said question. 5. The City Clerk shall cause notice of special election to be given by publication in the official newspaper once not less than three weeks prior to the special election and by posting in one of the most public and conspicuous places in each precinct. A sample ballot shall also be published one week prior to the special election and posted in the office of the City Clerk. 6. The Council shall meet at the Council Chambers in said City on Tuesday, the 7th day of December, 1971, at 8:00 o'clock P.M. for the purpose of canvassing the vote and determining the results of said special election and taking such further action as the Council may deem q stable. November 1, 1971 Date Mayor ATTEST: Itlerk The motion for the adoption of the foregoing resolution was duly seconded by member John Leary, and upon vote being taken thereon, the following voted in favor thereof: Philip Cohen, John Leary, Howard Heck and Theodore Willard; and the following voted against the same: Vernon Ausen; whereupon said resolution was declared duly passed and adopted.
