RESOLUTION NO. 71 -222
RESOLUTION REGARDING. PENALTY PROPOSAL FOR DRIVING
WHILE UNDER THE INFLUENCE? OF INTOXICATING LIQUOR
WHEREAS, the incidents of automobile traffic accidents and the
resulting deaths, injury and property damage have reached proportions
which alarm public officials and citizens; and
WHEREAS, statistics indicate that a large number of such traffic
accidents involve drinking drivers; and
WHEREAS, Judge David Leslie of the Hennepin County Municipal
Court bench has proposed significant changes in the penalties usually
imposed for drivers convicted of driving while under the influence of
intoxicating liquor; and
WHEREAS, it is recognized that the imposition of stronger
penalties will result in the trial of more cases involving driving while
under the influence of intoxicating liquor and possible thereby tend to
overburden the single court room facility at Crystal; and
WHEREAS, it is recognized by this City Council that the
responsibility for traffic law enforcement lies primarily with local
government:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center as follows:
1. The City Council endorses the concept of Judge Leslie's
proposal and urges the judges of Hennepin County Municipal
Court to adopt similar stricter standards of sentencing those
convicted of drivin, while under the influence of intoxicating
liquor.
2. The City Council, in recognition of the possible resultant
need for more court room facilities as a consequence or
adopting stricter sentencing standards, offers to cooperate
with Hennepin County in making available some of the needed
space and facilities.
