HENNEPIN AND THE STATE OF MINNESOTA
AUGUST 19, 1997
CALL TO ORDER
Mayor Myrna Kragness called the meeting to order at 7:05 p.m. in the City council chambers.
ROLL CALL
Members present: Mayor Kragness; Councilmembers Kathleen Carmody, Debra Hilstrom, Kay
Lasman, and Robert Peppe; Planning Commissioners Stephen Erdmann, Rex Newman, Dianne
Reem, and Tim Willson; public members: Jerry Blarney, Tony Kuefler, and Dale Greenwald;
Planning Consultant Bill Weber, BRW, Inc.; City staff members Brad Hoffrnan and Diane Spector;
and Recording Secretary Arlene Bergfalk.
REVIEW WRITTEN COMMENTS FROM TASK FORCE
Mr. Weber noted the purpose of this meeting is to make sure all views have been heard and concerns
addressed. He explained that following this meeting, the Comprehensive Plan as drafted will be
finalized and forwarded to the Metropolitan Council for its review with respect to such county-wide
issues as highways, sewer systems and parks. In approximately two months, the document will be
re-considered for revision by the City, sent to the City Council for a public hearing, with final
approval expected by year-end.
Mr. Weber lead the task force through written comments from task force members Tony Kuefler,
Stephen Erdmann, and Tom Kouri, from the Housing Commission, and from Diane Specter,
regarding various sections of the Comprehensive Plan as drafted. Suggestions and comments were
discussed. It was agreed that a graphic be added to the text of the comprehensive plan to visually
clarify the village and neighborhood concept which the plan is intended to enhance.
DISCUSS ADDITIONAL TASK FORCE ITEMS FOR DRAFT COMPREHENSIVE PLAN
Mr. Weber brought the members' attention to the Land Use section; specifically that regarding Twin
Lakes. A revision will be made to insure that opening up the lake shore in an appropriate manner,
through thoughtful study, will be a long-term vision of the City. In addition, a revision to the
language regarding the 65th-66th Avenue/Humboldt area was agreed to by the task force to interpret
the City's vision for that area in a more prudent manner.
The task force reviewed and discussed the sections on transportation, neighborhoods and housing,
and parks. It was noted that no major changes, additions, or deletions are contemplated in those
areas over the long-term. Editorial corrections were agreed to.

CONSENT AND APPROVAL
Following discussion, the task force unanimously gave its consent and approval to forward the
revised Comprehensive Plan to the Metropolitan Council for its consideration.
REGIONAL REVIEW OF DRAFT COMPREHENSIVE PLAN
Mr. Weber reiterated that, as required, the comprehensive plan, revised to include changes agreed
to at this meeting, will be forthwith sent to the Metropolitan Council for its review, before being
presented to the public for comment at a City Council meeting later in the fall.
Mr. Dale Greenwald, speaking on behalf of the task force, thanked and complimented Mr. Weber
for providing capable facilitation and guidance to the group. Mr. Weber thanked the task force
members for their time and effort.
