moved its adoption:
.RESOLUTION NO. 71 -85
RESOLUTION URGING EXPEDITIOUS ROUTING DETERMINATION
AND CONSTRUCTION OF INTERSTATE 94 THROUGH BROOKLYN
CENTER AND MINNEAPOLIS
WHEREAS, the concept of routing Interstate 94 through the Twin Cities
metropolitan area has been a long established fact; and
WHEREAS, the governing bodies of Minneapolis and Brooklyn Center
many years ago proved the specific routing of Interstate 94; and
WHEREAS, subsequent to such approval, right -of- way was acquired,
people disrupted and homes moved from within such right -of -way, and taxable
property removed from the municipal tax rolls in Brooklyn Centers and
WHEREAS, very belatedly in the process, the Minneapolis Park Board
developed an interest in preserving a parcel of undeveloped park property within
the designated Interstate 94 right -of -way; and
WHEREAS, a dispute has developed and existed over the inclusion of
the undeveloped Minneapolis park property in the project right -of -way, thereby
detaining the scheduled construction of Interstate 94; and
WHEREAS, the failure to adhere to construction schedules has caused
unnecessary personal hardships for former Brooklyn Center occupants whose
homesteads were required for the Interstate 94 right -of -way as well as economic
loss 1 to the community n the form of properties prematurely erased from the

community tax base; and
WHEREAS, an alternative Interstate 94 routing through North Minneapolis
has apparently been developed which would involve relocation of people and
businesses in lieu of using the disputed undeveloped park land:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota to urge an early decision on the routing of Interstate 94
through North Minneapolis and to urge that the construction of Interstate 94 be
expeditiously effected.

The motion for the adoption of the foregoing resolution was duly seconded
by member john Leary and upon vote being taken thereon, the
following voted in favor thereof: Philip Cohen, john Leary, Vernon Ausen, and
Howard Heck
and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
